- This is a sources sought announcement, a market survey for written information only. This is not a solicitation, and no contract will be awarded from this announcement. The purpose of this sources sought synopsis is to gain industry input and knowledge of potential qualified sources and their size classifications (Service Disabled Veteran-Owned, Veteran-Owned Small Business, Women-Owned Small Business, HubZone 8(a), 8(a), HubZone, Small Business, Emerging Small Business, Small Disadvantage Business (SDB), and Large Business) relative to NAICS code 562211 (size standard of $12.5m) Hazardous Waste Collection. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive procurements. The Food and Drug Administration (FDA) is seeking sources to remove and dispose of radioactive waste at the FDA facility in Winchester, MA. The scope of the acquisition is for the proper packaging and safe shipping of radioactive waste to an EPA registered and approved Transfer, Storage, and Disposal Facility (TSDF) for disposal. All waste removal, transport, and destruction must be in accordance with all applicable laws to include Federal, State, and local government requirements (EPA, DOT, & DEA). The waste pick-up is anticipated to occur no later than July 1, 2012. The contractor shall provide professional radioactive waste disposal services. This work may include, but is not limited to: a) Site visits by chemists to determine/verify waste classifications; b) Lab-packing of incompatible materials; c) Remove, transport, and disposal of the following types of materials: mixed radioactive waste, radioactive standards, lead-lined disc sources, and in-device radioactive sources; d) Provide manifests and transfer papers; and e) provide proof that the waste has reached its final destinations and has been properly disposed. The Contractor will: 1) Package, label, transport, and dispose of the FDA radioactive waste; 2) Provide their own labor and supervise their own employees; 3) Abide by all applicable laws to include: 10CFR20, 29CFR1910 (Occupational Safety and Health Administration (OSHA)), Environmental Protection Agency (EPA), Department of Transportation (DOT), and the Drug Enforcement Administration (DEA) rules, guidelines, and requirements to ensure safe working conditions are met and the safe transport & disposal of the FDA radioactive waste to the TSDF and waste drugs to an official DEA permitted incineration facility; 4) Supply the FDA with the proper documentation(s) to include but not limited to: (1) Hazardous Waste Manifest upon receipt of the FDA hazardous waste prior to leaving the facility and confirmation of when the waste reached the TSDF or the permanent disposal facility via the manifest within 45 days by U.S. mail. (2) All required DEA forms (DEA form 41 & DEA form 222) if applicable, prior to leaving the facility with FDA waste drugs. Responses to this RFI are due to the Contract Specialist no later 1:00 p.m. EST on May 11, 2012. In your response you must include (a) your small business status (b) a positive statement of your intention to submit a quote for this solicitation as a prime contractor; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (e) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. All of the above must be submitted in sufficient detail for a decision to be made. Failure to submit all information requested may result in an unrestricted acquisition. All correspondence shall be directed to the Contract Specialist. Email is the preferred method of communication.
