- This is a sources sought announcement, a market survey for written information only. This is not a solicitation, and no contract will be awarded from this announcement. The purpose of this sources sought synopsis is to gain industry input and knowledge of potential qualified sources and their size classifications (Service Disabled Veteran-Owned, Veteran-Owned Small Business, Women-Owned Small Business, HubZone 8(a), 8(a), HubZone, Small Business, Emerging Small Business, Small Disadvantage Business (SDB), and Large Business) relative to NAICS code 334516 (size standard of 500 employees) Analytical Laboratory Instrument Manufacturing As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive procurements. The Food and Drug Administration (FDA) is seeking sources to provide radio frequency H-Field Time-Domain Sensors for the existing Dosimetric Assessment System (DASY) robotic scanning system. More specifically, the following parts will be required: 1) X-Axis H-field Time Domain Sensor, H1TDSx-MR1-standalone 2) Z-Axis H-field Time Domain Sensor, H1TDSz-MRI-standalone 3) Single-channel standalone remote control unit, 1RU1 The sensors must be compatible with the existing DASY scanning system and must be hardware compatible with the probe connector on the DASY scanning robot. Additionally, the dimensional and calibration files supporting the sensor must be compatible with the DASY system software. The salient characteristics are as follows: 1) Compatibility with DASY Robotic Scanning System 2) Radio frequency range from 50 MHz (or less) to 6 GHz (or more) 3) Sensitivity of 0.3 uV/m/sqrt(Hz) or better 4) One Hz resolution dynamic range of 130 dB or more 5) Loop sensor diameter of 3mm or less 6) Maximum sensor housing dimension (excluding cable) of 7mm 7) Optically powered for minimum magnetic field perturbation 8) Distance from sensor tip to end of optical cable of 8m or more Note: The FDA does not possess any drawing, specification, or schematics for this product. The only known manufacturer of these sensors is Schmid & Partner Engineering AG (SPEAG). However, sources may submit a capability statement to be considered by the agency. Responses to this RFI are due to the Contract Specialist no later 1:00 p.m. EST on May 11, 2012. In your response you must include (a) your small business status (b) a positive statement of your intention to submit a quote for this solicitation as a prime contractor; (c) a description of the proposed device (d) evidence of experience in manufacturing similar devices to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (e) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. All of the above must be submitted in sufficient detail for a decision to be made. Failure to submit all information requested may result in an unrestricted acquisition. All correspondence shall be directed to the Contract Specialist. Email is the preferred method of communication.
