Description
REQUEST FOR INFORMATION For Mobile Mammography Services 8 May 2012 This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, The Department of Veteran Affairs is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (FedBizOpps) website at: https://www.fbo.gov/ for additional information regarding this RFI. 1.0 Description The Department of Veteran Affairs is seeking information that will assist the Veterans Integrated Service Network (VISN) 6 Medical Centers in assessing the cost and feasibility of Mobile Mammography services for various locations throughout the VISN. 1.1 General Requirements: This RFI is for commercial Mobile Full Field Digital Screening Mammography Services. 1.2. Specifically: 1.Do you currently have the capability to provide Mobile Full Field Digital Screening Mammography Services? 2.If so can you provide Mobile Full Field Digital Screening Mammography Services in the four VISN market areas throughout Virginia, North Carolina and West Virginia : Market: 6-A-Virginia (estimated patients=446) Norfolk/Virginia Beach Community Based Outpatient Clinic (CBOC) Stafford/Fredericksburg Charlottesville CBOC Market: 6-B-Virginia/West Virginia (estimated patients=513) Beckley, WV Tazewell Danville Lynchburg Market: 6-C -North Carolina (estimated patients=895) Greenville Raleigh Morehead City Jacksonville New Hanover County (Wilmington) Hamlet Market: 6-D-North Carolina (estimated patients=2009) Asheville-Oteen Franklin NC CBOC Winston-Salem Charlotte Hickory 3.If you could cover all areas provide a sample schedule on how you would conduct the visits over a period of one year. For example: monthly, quarterly, semi-annually, annually, etc. If can provide services in only certain areas provide a sample of how you would conduct visits for those areas over a period of one year. 4.What is the most cost effective way to bill this service? Provide a sample schedule page for billing this service. Include the industry's customary daily rate. 2.0 Requested Information: 2.1 Written Response: Provide a written response in Microsoft Word (12 pt Times New Roman font) for the above specific questions for industry concerning how they would implement the Mobile Full Field Digital Screening Mammography Services in this RFI. Respondents are encouraged to provide information applicable to the items identified in paragraph 1.0. Respondents are also encouraged to provide any other potential alternatives and address other salient questions/issues which may be equally pertinent to this RFI. 3.0 Responses 3.1 Proprietary information, if any, must be clearly marked. Please be advised that all submissions become government property and will not be returned. 3.2 There is no page minimum for RFI responses. 3.3 Questions regarding this announcement shall be submitted in writing via e-mail to Ms. Angel Rhone, Contracting Specialist angel.rhone@va.gov. Please limit your questions to the specific technical details of this RFI. All questions will be answered via posting answers to the FedBizOpps website at: https://www.fbo.gov/; accordingly, questions shall NOT contain trade secrets or classified information. The Government does not guarantee that questions received after 10 May 2012 will be answered. 3.4 All responses to this RFI shall be submitted electronically via e-mail to Ms. Angel Rhone angel.rhone@va.gov not later than 15 May 2012 4:30pm. 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide innovative solutions that support optimal Contract Strategy for The Department of Veterans Affairs (VA) requirements. The information provided in the RFI is subject to change and is not binding on the Government. The VA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
