Description
The Healthcare Acquisition Activity-North, Ft. Detrick, Md., intends to issue a firm-fixed-price, sole source Purchase Order to Colorado Altitude Training, LLC, for the purchase of fifteen (15) CAT-315 Walk-In Tent Systems with CAT-12 Air Units and fifteen (15) "Handi" Oxygen Monitors and altitude conversion charts. This purchase is for the US Air Force Military Academy in Colorado Springs, Colorado. This procurement is being conducted in accordance with FAR Part 13.106-1(b)(1) under Simplified Acquisition Procedures (SAP) for commercially available items. Only one responsible source is reasonably available because the CAT-315 with the CAT-12 is currently in use by the Army and College. For continuity in the reserach project the same equipment must be used by the Air Force. The CAT Walk-In Tent System and CAT Air Units will be used to simulate living at moderate altitude. These systems will be used to allow our Battlefield Airmen to participate in a study to investigate the benefits of sleeping in this intermittent hypoxic environment in an effort to pre-acclimatize to moderate altitudes prior to deployments. The US Air Force Academy association with the US Army's Research Institute of Environmental Medicine and the William & Mary College on research makes it necessary to have the same lab equipment for collaborative and concurrent data collection and analysis so that researchers and technicians can operate all equipment at any location, without error. The Army and the College both have CAT units in place. The cost of this award is $69,360.00. The North American Industry Classification System (NAICS) for this requirement is 339920 and the size standard is 500 Employees. All responsible sources may submit a response. A determination by the Government to not compete this requirement will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 12:00 PM EST, 14 MAY 2012.
