Regional Law Enforcement Program Manager Ciudad Juarez, Mexico Issuance Date: 05/09/2012 Closing Date: 05/23/2012 SOLICITATION NUMBER: PSC-12-049-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: Regional Law Enforcement Program Manager 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Ciudad Juarez, Mexico 8. JOB DESCRIPTION: See below Background: Under the International Narcotics Control Program, the Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), has bilateral narcotics control projects with the Government of Mexico (GOM). These projects are administered by the Narcotics Affairs Section (NAS) of the U.S. Embassy in Mexico City. The NAS administers bilateral Counter Narcotics (CN) projects in Mexico with funding appropriated by Congress under the Merida Initiative and subsequent INL funding for Mexico. The personal services contractor will assist in coordinating, with the NAS State and Local Coordinator based in Mexico City, on the development and implementation of basic and advanced training programs that improve the capacity of Mexican state and municipal security forces to respond to the threat of drug trafficking organizations and organized crime. Purpose: The purpose of the personal services contract (PSC) is to provide a Regional Law Enforcement Program Manager (RLEPM), who will manage the training and the Narcotics Affairs Section (NAS) institutional development portfolio for the States of Baja California, Chihuahua, and Sonora. The Manager is responsible for supervising program coordinators and administrative personnel within the area of responsibility (AOR) tasked with the design and implementation of programs designed to improve the institutional capacity with the development of training and advisory programs. The Manager will coordinate with the Municipal and State Coordinator, in the development and implementation of basic and advanced training programs within AOR, which improve the capacity of Mexican state and municipal security forces to respond to the threat of drug trafficking organizations and organized crime, a major goal of the $1.6 billion Merida Initiative. The Manager is responsible for program management services including planning, implementing, monitoring, budgeting, and evaluation of NAS regional institutional development programs with a combined budget of approximately $20 million annually. The Manager provides supervision and advisory services on a wide-ranging policy and technical law enforcement matters relative to U.S. contributions and participation in police development programs and civilian police operations under the Merida Initiative. Relationship: The Regional Law Enforcement Program Manager will serve under the direction of the Justice Sector Program Officer, Foreign Service Officer (FSO) based in Mexico City, Mexico. All employees under Chief of Mission (COM) authority assigned Law Enforcement duties work with NAS leadership to insure oversight and non-duplicative efforts in the Mission. Duties and Responsibilities: Assess/Advice: • Participate in the frequent analysis and evaluation of Mexican Law Enforcement institutions to include; assessments of the organizational and operational capacities of the various elements of the Mexican state Directorates of Public Security, and their working relationships with the Public Ministry and the Judiciary. These assessments will cover the state police, mayor municipal police forces, and other public security forces in the AOR. Also, include; equipment, leadership, training, outreach to civil society, mobility, communications, and operational effectiveness. Receive and analyze reports of State Police Academies and State Public Security Forces working with NAS-supported projects and advise the NAS director on polices to follow to increase efficiency and productivity of State Police Academies and State Public Security Forces. • Provide assistance to the State and Municipal Security Director(s) and the State and Municipal Police Academy(s) and State Attorney General Office in improving operations, investigations, police administration and resource management, internal discipline procedures, and overall efforts at modernizing. • Provide technical assistance to the State Director of Public Security and other senior host country law enforcement officials; in develop long-term strategies for modernization of the police and for integrating modern information technology systems and strengthening the State Public Security entities as a civilian law enforcement organization. Maintain Political Liaison: • Generate support for and actively advances U.S. policy objectives with key host government officials. Coordinate with U.S. Department of Justice (DOJ) and Law Enforcement Agencies represented at post, as well as with the U.S. Agency for International Development, to coordinate activities to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs, taking the lead in the development of the overall strategy and the resources to implement the plan to support any of the thirty-two Mexican states. Program Planning, Development, and Execution: • Plan and develop training programs in accordance with U.S. Embassy and U.S. State Department goals and objectives, undertake their implementation, while monitoring and reporting on significant developments: evaluate program results, as necessary make mid-course adjustments and when complete closeout programs. • Coordinate with Municipal/State and Training coordinators to implement regional programs of specialized basic and advanced training courses to develop the capacity of state and municipal security forces in basic policing and advanced investigative techniques. The courses include; techniques for developing patrol strategies driven by the program's philosophy and crime statistics. Courses must include standardized police training in ethics, professionalism, human rights, and community policing. • Direct state coordinators within AOR to provide technical assistance to the Director(s) of State Security and State Training Academy (s) to modernize and improve state and local standardize training courses for state and local public security force personnel insuring that they are approved and certified by the National Secretariat for Public Security (SNSP) • Provide feedback to Training and Municipal/State Coordinators, to improve service education programs. Program, Contracting, and Budget Planning: • Provide strategic planning and process development on all phases of project execution from development though implementation, including planning, scheduling, budgeting, monitoring, and coordination. • Indentify logistical support requirements; provide assistance in preparation of documentation for procurement of technical services, training, and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, delivery, and acceptance of items procured to support NAS Mexico City State and Local Training Programs. • Develop budget plans for the NAS Ciudad Juarez Regional Programs, ensuring that projects accord with policies and objectives of the administration's strategy. • Negotiate with host government officials' projects to support U.S. host country counternarcotics, and counter organized crime objectives. Integration of Complimentary Programs: • Work with the U.S. and Mexican institutions and agencies to ensure the full integration of training and development efforts with parallel efforts to create new internal control systems, civil society outreach, demand reduction, rule of law, and culture of lawfulness. End Use Monitoring: • Ensure USG provided commodities are effectively utilized and no fraud, waste or mismanagement in the program though continuous oversight and end use monitoring at all training sites. Working and Supervisory Responsibilities: • Manage large-scale contracts put in place to achieve program objectives. Supervise other PSCs, third party contractors, FSNs, and Eligible Family Members funded under the program. Briefing and Reporting: • Prepare, coordinate, and assure the timely issuance of both one-time and periodic reports on the state and municipal training program to include the impact of legislation and the political environment on state and local force development. Prepares periodic status reports, budget reports, and program reviews. Tracks progress of training in achieving larger Merida Initiative goals. • Assist in escorting and arranging appropriate itineraries for official travelers. • Brief Department of State, Congressional, Staff Delegations, and other selected international dignitaries on the U.S. and host government narcotics control and related criminal justice programs as they pertain to State and Local Merida Initiatives. • Attend Embassy law enforcement meetings, brief the Director of NAS Mexico City or other appropriate Country Team members, and report on major issues, including the status of police training reform, police-community relations, violent crime reduction, and other rule of law efforts. Security of Training Teams and Personnel: • Advise the NAS Director and the Regional Security Officer (RSO) on matters related to personnel and physical security at all training locations and personnel operating in support of the NAS Mexico City State and Local Program. Coordinates with other embassy elements and host country agencies to assess threat levels at training sites, develops threat reduction measures and implements appropriate security plans to project personnel and equipment. • Coordinate with the RSO, prepare, and update security instructions, operational plans, and procedures for incoming trainers. Conduct site surveys and develop site emergency evacuation plans based on threat assessments for training areas and ensure all official personnel in the area of training are aware of such instructions plans and procedures. • Maintain points of contact with GOM police, military units, and local authorities in training areas to assist in the development of security plan and developing threat assessments. Minimum Qualifications: 1. Citizenship: U.S. citizen, able to obtain/maintain a Department of State (DOS) Secret security and medical clearance. 1. Education: Must have a Bachelors degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs, or public administration. 2. Foreign Language: Spanish Language capability at the 3/3 level. Will routinely work in a Spanish language only environment. 3. Computer Skills: Proficient in Microsoft Office. 4. Work Experience: Seven (7) years of demonstrated experience in the area of law enforcement operations, management, / training. Proven record of accomplishment of implementing law enforcement programs in Latin America. Career path will include jobs with increasing scope and responsibilities at the executive or managerial levels. 5. Specialized Experience: Five (5) years of demonstrated program experience working overseas in post conflict or reconstruction countries. 6. Management Experience: Two (2) years of demonstrated experience managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and displayed ability to integrate competing needs of U.S. law enforcement, development, and security agencies. 7. Leadership Experience: Five (5) years of demonstrated experience leading and managing police operations or overseas training. 8. Knowledge: Utilize U.S. law enforcement experience and knowledge in such area as analysis and program evaluation in all areas of municipal, state, and federal law enforcement. 9. Communications: Demonstrated experience writing training plans, Statements of Works (SOWs), standard operating procedures (SOP) and detailed instructions. Required to draft Mission Performance Plan (MPP) inputs, and Memorandums of Understanding (MOUs). Will speak publicly, prepare, and provide briefings in both English and Spanish. 10. Contracting Officers Representative (COR): Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 90 days of assignment successfully. Evaluation Criteria: Factor 1: (Program Experience) (30 points) Offeror's demonstrated program management experience in designing and implementing law enforcement capacity building training programs. Factor 2: (Work Experience) (20 points) Offeror's demonstrated professional experience in law enforcement operations, management, and training. Factor 3: (Management Experience): (20 points) Offeror's demonstrated experience in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training and maintenance. Displayed ability to integrate competing needs of U.S. law enforcement, development, and security agencies. Factor 4: (Diplomatic Experience) (10 points) Offeror's demonstrated diplomatic experience in coordinating with U.S. government agencies, military units, international organizations, and the private sector. Demonstrated superior negotiation, communication, and interpersonal skills, in culturally sensitive situations. Factor 5 (Knowledge and Abilities) (10 points) Offeror's demonstrated experience in Central or Latin American countries, with NGOs or the U.S. Government. Factor 6 (Past Performance) (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
