Description
The National Park Service, Alaska Regional Office, intends to award a sole source, firm-fixed-price purchase order to Aramark Corp/Doyon Joint Venture to install GPS units on new buses as they arrive, trouble shooting of GPS units, and management oversight ensuring drivers are using the GPS interface as required and enforcing the requirement as needed. The Joint Venture is cooperating with the NPS requirement for these Government-furnished GPS units be installed on all Government-owned and Concessionaire-owned fleet within the Park. This is not a request for competitive proposals, bids, or quotes. The Government shall consider all responses received prior to the close date of this announcement. BACKGROUND: Denali National Park is currently finalizing a Vehicle Management Plan and Environmental Impact Statement that will propose to move from a discrete seasonal limit on motor vehicle use level (currently 10,512 vehicles from late May to mid-September) to an adaptive management approach incorporating indicators and standards. The indicators will be monitored to ensure compliance with their associated standards, and 5 of the standards are directly related to vehicle numbers, traffic volumes or traffic patterns: -numbers of vehicles at wildlife stops-numbers of vehicles at rest stops-numbers of vehicles visible in certain viewsheds at one time -the occurrence of gaps in traffic at critical sheep crossing locations-night-time traffic levels. The best way to monitor these indicators is by knowing the real-time location of most vehicles on the road at any given time. New satellite-based GPS technologies for real-time vehicle tracking have been developed that allow users to monitor traffic conditions via the internet. We have a contract with Fleet Management Solutions (FMS) for purchase and initial installation of GPS units, however additional work is needed to assist and oversee FMS staff while they are working on the concessioner-owned buses, to install additional units in new buses that arrive throughout the season, to trouble shoot the units as problems arise throughout the season, and to oversee these activities and ensure driver compliance with the use of the interface units. This contract will provide the necessary work to install and maintain GPS equipment in concessioner buses above and beyond the service that FMS is providing. 1) FAR Statutory Authority cited: 13.501 and 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract represents a follow-on contract for GPS installation and maintenance work done by the concessioner, Doyon/ARAMARK Joint Venture (JV) in 2012. Doyon/ARAMARK Joint Venture owns the buses that GPS units are installed in and performs their own maintenance on the vehicles. They are cooperating with this NPS project by allowing the installation of the GPS units in their vehicles. Without their cooperation, this study would not be successful. The buses are owned and operated by the JV, and access to the buses is controlled by the JV. Having cooperated with the previous field test of FMS units, they have the expertise required to assist FMS with installation and troubleshoot units. If a party other than the JV were to be awarded this contract, we would still need an additional contract with the JV to cover their costs in supervising a third party to work on JV-owned buses. It is imperative that the bus GPS units be in working order in Denali in summer 2012 in order to continue data collection. This work was not originally included in the Concesions Contract. As this is a new requirement and for the direct benefit of the Service, NPS is obligated to compensate the concessionaire for the time and resources required to implement the Service's initative. 2) Nature and description of the supplies or services required to meet the agency's needs Requirements for successfully installing and troubleshooting GPS units in the JV bus fleet:-The GPS manufacturer, FMS, will send installation technicians to install most of the GPS units on the concessioner fleet. While they are here, the following additional services are required-Organization and scheduling of buses for installation-Insured and licenses drivers to move the buses and test the equipment-Availability of mechanics to receive training from the FMS technicians in the installation of the units for new buses that will arrive after the FMS technicians depart After the FMS technicians depart and throughout the rest of the season, the following services are required-Installation of GPS units on new buses as they arrive-Trouble shooting of GPS units-Management oversight ensuring drivers are using the GPS interface as required and enforcing the requirement as needed 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): JV employs mechanics that have previous experience in installing and troubleshooting this equipment. Their mechanics understand how the equipment works specifically with their vehicles. They are constantly working on their fleet of buses and have the regular access to the vehicles required to maintain the GPS units. Because JV owns the vehicles, they also control all access to their maintenance. JV also employees the bus drivers and has management authority over their performance and ensuring the GPS interface is used. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market survey was not conducted. Due to the nature of this requirement, only the concessionaire can provide the required services, as it is their fleet. 5) Any other facts supporting the use of other than full and open competition: -The buses are owned, operated and maintained by JV; therefore, they control all access to their vehicles. -The GPS equipment installed in concessioner buses is a critical part of implementing a new way of managing traffic on the Denali Park road. It is important that vehicle GPS equipment function efficiently in the often harsh environment of the park road. JV has proven that their mechanics are capable of maintaining this equipment in working order. -The JV has been a supporter of this project by agreeing to install this equipment on their vehicles although their contract as a concessionaire with NPS requires no such cooperation. 6) All actions have been taken by the Government to remove or overcome barriers to competition before any subsequent acquisition for required supplies or services.
