Description
This announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. The Fleet Logistics Center, Norfolk, Virginia and the Naval Ophthalmic Support & Training Activity (NOSTRA) are seeking information for planning purposes for an Industrial Wastewater Treatment System to treat non-hazardous optical waste. The solid waste produced by the system must be suitable for disposal as non-hazardous solid waste. All liquid waste from the system must be acceptable for direct discharge into the Hampton Roads Sanitation District (HRSD) system. Waste water discharge must not exceed the monthly discharge limits as set forth in Appendix A of HRSD Industrial Wastewater Discharge Regulations. (See Attached). NOSTRA will provide wastewater samples to vendors for evaluation/analysis at their expense. The results of sample analysis will be provided to the Command(NOSTRA). NOSTRA will provide the specifications for equipment that meets the requirements to the Navy Regional Environmental Office and Hampton Roads Sanitation District for acceptance. This acceptance is required. This system must have the following minimum specifications: fully-automatic system with manual overrides via UL approved user interface control panel with PLC controller that shows process status, editing and alarm description status stainless steel construction capacity to treat a minimum of 600 gallons of wastewater per hour system must have alarms to alert personnel if system malfunctions have at least a 200 gallon treatment tank with an option to perform auto wash down; must incorporate an automatic fill and stop system have a minimum 300LB hopper capacity dry chemical feeder (easily filled by hand) for clay based flocculent material that automatically conveys to the treatment tank for processing waste have at least a 3 horsepower heavy duty agitator for the treatment tank must have influent and effluent pumps provided have at least a 1 ½ cubic yard dewatering dumpster have the ability to provide automatic pH adjustments to the effluent waste 500 gallon equalization tank (untreated waste tank) with stand and agitator must not require complicated routine maintenance for functionality system must be able to operate on a minimum 80 “ 100 PSI air pressure all equipment associated with the system must be able to fit in a room with the following room dimensions, 15 ™W x 20 ™L x 20 ™H The room will have a roll-up door on the right side and a floor drain on the left side of the room. Please state the dimensions required in order to place the equipment in the room. electrical service for the system must be 480V three phase power turn-key installation with on-site training of personnel who will operate the equipment and these costs must be included in the proposal Vendor must provide list of needed consumable supplies to operate equipment and their cost. A site visit for all interested companies is required to evaluate current operation, waste stream and to ensure that the room size is adequate for layout of equipment. Interested sources are invited to respond to this sources sought synopsis by submitting a price proposal, a technical proposal for their system and a list of their systems capabilities. Responses to the sources sought synopsis should be e-mailed to both Patty Black at patricia.black@med.navy.mil and to Maria Swift at maria.swift@navy.mil by 14 June 2012. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited.
