Description
Market Research for Qualified Snow Plowing and Removal Contractors GSA Public Buildings Service, New England Region This Notice is market research only. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration, Public Buildings Service, Service Centers Division requires snow plowing [and snow removal services] at the following locations: (1) Building _ M.J. Smith Federal Building and Courthouse, Bangor ME Parking lot square foot 50,159 SF of paved and parking area (2) Building E. Muskie Federal Building, Augusta ME Parking lot square foot 112,000SF We anticipate a single solicitation with a multiple award for each facility. The services required may include but should not be interpreted as all inclusive or limited to the following: NAICS 561790 Size Standard: $7 mil Snow plowing driveways and parking lots (i.e., not combined with any other service) Snow Plowing. Snow plowing shall commence when local accumulation reaches two (2) inches. Snow plowing shall be accomplished by the contractor to maintain safe passage for access into buildings, parking areas, roadways, approaches, vehicular courts, ramps, etc. In the event of icy rain or snow, sanding shall commence to maintain a safe passage on all paved parking lots, driveways, ramps and walkways. Snow Removal. Snow must be removed from the site when the accumulation exceeds that which can be pushed off of the roads, parking areas, ramps and walkways without blocking traffic, parking spaces and pedestrian thoroughfares or impedes the visibility of vehicular operators or pedestrians. The Contractor shall furnish the necessary labor, heavy equipment and other items needed to clear and/or haul snow and ice from parking areas, roads, driveways, plaza areas, etc when an order is issued. Heavy equipment includes ride on equipment such as front end loaders, backhoes, bobcats, snow plows, etc. Statements of Capability must be in writing and are due on May 18, 2012 at 2 p.m. Responses are limited to 20 pages. Failure to submit all information requested will result in a contractor not being considered as an interested concern. The package shall address, at a minimum, the following: 1. Please provide a detailed narrative demonstrating your experience in the type of services (i.e., snow plowing and removal services) sought by this Notice. Information shall include at least three (3) "similar" contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. 2. For each of the three (3) contracts identified above, please provide any Past Performance Evaluations completed through the Past Performance Information Retrieval System (PPIRS) or a similar Government evaluation system. If no formalized evaluation exists for a particular contract, please provide an "Owner" point of contact to include name, title, telephone number and email address. 3. Please demonstrate that your firm has the personnel and equipment necessary to perform the type of services sought by this Notice and to meet the requirement at Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting. 4. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government. 5. Please provide a letter from your Bonding Company identifying your firm's aggregate bonding capacity in providing Bid, Performance and Payments bonds. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential snow plowing and removal contractors. The government will not reimburse responders for the cost of the submittals.
