- Description
- The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to award a sole source contract to Canadian Commercial Corporation (CCC) valued at approximately $3, 064, 198.00. The CCC is the Prime Contractor and the National Research Council of Canada (NRC) will be listed as the sub-contractor performing 100% of the work. The requirement is for Variable Stability Flight Demonstration Services in support of the Variable Stability and (VSC) aircraft programs at the United States Navy Test Pilot School (USNTPS) located at Patuxent River, MD. This requirement was previously satisfied using a Navy-owned NSH-60B as the host aircraft with the VSC system installed but recently that aircraft has been retired hence the need for a replacement aircraft and instructors. At the present time the NRC is the only entity capable of satisfying the requirement for both aircraft and instruction. This requirement will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. If another contractor believes they can fulfill this requirement, then they should contact the contracting office and provide information demonstrating their ability to meet the Government's needs. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. All information sent to this office must be received by 3pm, 30 May 2012. The anticipated award date is 1 October 2012. The NAICS code for this effort is 611512, Flight Training.
