- Description
- As a critical element of the United States Government's post-earthquake strategy, the new local governance project, LOKAL Plus, will build Haitian government capacity to provide public services sustainably. The project will provide assistance at both top and bottom ends of the decentralization equation, working with 6 to 10 targeted municipalities located within the US government development corridors, as well as national government entities. The project will work hand in hand with the Ministry of Interior, and will also coordinate closely with the Direction General des Impôts (Ministry of Finance), the La Cour Supérieure des Comptes et du Contentieux Administratif (public audit authority), and parliamentary commissions on decentralization. LOKAL Plus will help to improve public services (in targeted communes) by pursuing five inter-related objectives: 1 Strengthened capability of communal governments to provide services; 2 Achievement of a sustainable increase in local revenues for local services; 3 Greater access to central government funding and services; 4 Improved national-level policy and legislation in support of decentralization and deconcentrated services; and 5 Increased transparency, oversight and accountability of local governments and deconcentrated service providers. If achieved, these objectives, pulling in tandem, will improve service delivery in targeted communes which, for the reasons stated above, will help the USG achieve its goal of a more stable and economically viable Haiti. In addition, LOKAL Plus will build the capacity of local institutions to respond to their constituencies and to promote their own development agenda. The program will also assist with coordination of USG implementers in targeted communes to ensure USG programs are accountable to local institutions, to align efforts, and to seek synergies. The efforts of LOKAL Plus will consolidate the gains made in other USG program areas such as health, rule of law, and urban planning by increasing the ability of targeted municipalities to leverage these services as a strategy for sustainability and economic growth. Finally, the project will support and complement the Haitian government's own recently launched decentralization program, Katye Pam Pose.
