- RFQ This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation [Request for Quotations (RFQ) No. NRC-HQ-12-R-10-0076] is attached to this synopsis. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-58. This procurement will result in a requirements contract. This acquisition is conducted using Federal Acquisition Regulation Part 13 procedures. Source selection will be based on status as an authorized Transwall installation, price and past performance. This acquisition is set aside 100% for small business. The North American Industry Classification System code is 238390 (Other Building Finishing Contractors). The size standard for this procurement is set forth under this NAICS code. The contractor shall be an authorized Transwall installer and shall provide design, layout, installation and removal support services for Transwall Demountable Wall Systems in accordance with the terms and conditions of this solicitation, including the Statement of Work and Price Schedule. PRICE QUOTE Quotations shall include the following: 1. One (1) completed, dated, and signed SF 1449 (see Article A.1 of the solicitation); Note: Signature Authority - The person signing the Quotation Form must have the authority to commit the vendor to all of the provisions of the quotation, fully recognizing that the Government has the right, by terms of the Solicitation, to make an award without further discussion if it so elects; 2. One (1) copy of completed FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL (NOV 2012) (see Article A.34 of the solicitation) 3. Green Purchasing Representation (see Article A.35 of the solicitation); 4. Current/Former Agency Employee Involvement Representation (see Article A.30 of the solicitation); 5. DUNS number for CCR verification (see Article A.31 of the solicitation); 6. Name, email address and phone number of a Transwall representative who can verify Offeror's/Quoter's status as an authorized Transwall installer (see Articles A.36-A.38 of the solicitation); 7. Names, email addresses and phone numbers of the contracting officer's representative (COR), contracting officer or other individual who can verify past performance information for at least three (3) prior relevant past contracts within the past three (3) years (see Articles A.36-A.38 of the solicitation); and 8. Price Quote - the price estimate shall propose a fixed hourly rate for each task described in the Price/Cost Schedule (see Article A.2 of the solicitation). The deadline for questions is 10:00 a.m. EST, May 23, 2012. All quotations are due May 31, 2012 by 3:00 p.m. EST, electronically to Nancy.Lamon-Kritikos@nrc.gov. Offerors are responsible for technical difficulties and/or administrative problems associated with transmission of the files to the NRC. Solicitation NRC-HQ-12-R-10-0076 is distributed through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFQ will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFQ. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, Central Contractor Registration. Processing time, which normally takes 48 hours, should be taken into consideration when registering. Potential Offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation. Potential Offerors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity.
