- Full RFP (conformed through amendment 0003) RFP Amendment 0003 Questions and Answers (updated as of 16 May) AMENDMENT 0003 and QUESTIONS AND ANSWERS Document The purpose of amendment 0003 is to incorporate changes resultant from questions received from industry. - The description in Section L, paragraphs 6.2.4.2 and 6.2.4.3. - Proposal response time has been extended to NLT Monday, 4 Jun 12, 2:00 PM Central. - An Inventory List has been added to reflect the GATES Development and Test environment servers and other related hardware the contractor will be responsible for maintaining. An updated Questions and Answers document has been posted. AMENDMENT 0002 and QUESTIONS AND ANSWERS Document The purpose of amendment 0002 is to incorporate changes resultant from questions received from industry. -Proposal due date is changed to 29 May 12, 3:00PM Central. -Quantity detail for CLIN 0001 and 5001 have changed to 4 and 5 months, respectively. -Section J, Attachment 2, CDRL A005 was updated to read "Initial input due 30 days after contract start" -Section J, Attachment 2, CDRL A007 was updated to read "Initial input due 7 days after contract start" -Section J, Attachment 11 was updated to properly reflect transition CLIN as CLIN 0006 -Section L, table 1.2 has increased technical proposal volume page limit to 90 pages -Section L, para 5.2, SECTION 4, incorporated a sentence "These rates shall be fully burdened FFP rates." -Section M, subfactor 2: Staffing Approach, has been amended to require each offeror to identify key personnel positions relative to each offeror's technical approach. An updated Questions and Answers document has been posted. AMENDMENT 0001 and QUESTIONS AND ANSWERS Document The purpose of amendment 0001 is to change Section L - Instructions to Offerors, para 6.2.4.3. The required CMMI rating has changed from SEI CMMI-DEV Level 3 to SEI CMMI-CM Level 3. Further, a Questions and Answers document has been posted. Deadline for submitting questions is 18 May 12. ------------------------------------------------------------------------------------------------------------- UPDATE #3 This is the formal GATES solicitation notice. Please see attached RFP and Section J attachments. -------------------------------------------------------------------------------------------------------------- UPDATE to BIDDERS LIBRARY **26 and 27 Apr dates added** Two more dates have been added to the bidders library. Same rules, regulations, and time blocks apply as stated below and in the bidders library attachments. These dates are still by appointment only. -------------------------------------------------------------------------------------------------------------- UPDATE #2 A bidders library will be set up for viewing by appointment only beginning on 23 Apr 12 through 25 Apr 12. Appointment times available are 8:00 to 10:00 AM, 12:00 to 2:00 PM, and 2:00 to 4:00 PM each day. This bidder's library is for informational purposes regarding this solicitation only. As stated below, the formal solicitation is planned for release on or about 26 Apr 12. This notice is currently a synopsis informing industry there is a requirement forthcoming. The contract for which the Government plans to compete a follow-on contract is currently being performed by CSC as task order HC1028-08-D-2017-0012 under the ENCORE II contract vehicle. End of UPDATE#1 ---------------------------------------------------------------------------------------- This is a synopsis notice resultant from the previous two sources sought RFI notices (FA4452-11-R-GATES and FA4452-11-R-0020GATES, respectively). A notice has been posted to each sources sought directing all interested parties to view this synopsis notice. The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch (A7KQ) intends to issue a formal solicitation for the Global Air Transportation Execution System (GATES) application and system support requirement on or about 26 Apr 12 through this notice FA4452-12-R-0001 on FBO.gov. This acquisition will be competed using full and open competitive procedures and is intended to be a standalone contract (i.e. not an order placed under an IDIQ). The North American Industry Classification System (NAICS) code to be used for this procurement is 541512, Computer Systems Design Services, with a size standard of $25.0M. Any and all updates to this acquisition will be posted directly to this announcement. Interested parties are responsible to monitor the site for updates.
