- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kipp & Zonen USA, Inc., located at 125 Wilbur Place, Bohemia, NY 11716, for purchase of a 2AP Sun Tracker with optional sun sensor. ***The sole source determination is based on the NOAA/ESRL Physical Sciences Division (PSD) involvement in a joint experimental program with the NOAA/ERSL Global Monitoring Division (GMD) and the National Weather Service. This program is designed to monitor the effect of changes in atmospheric net radiation on climatic changes in soil moisture. Using the Kipp & Zonen solar trackers insures that new measurements made in the program are compatible with existing observations at currently deployed sites operated by NOAA PSD and GMD. In their long experience with solar radiation measurements, NOAA GMD has found that the Kipp & Zonen solar tracker is the only commercially manufactured and available solar tracker that meets the requirements of accurate, long term, unattended and continuous operation. Product is due on or before July 12, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
