- The Mission and Installation Contracting Command - Fort Leonard Wood, MO intends to sole source extended custodial service for the Child Development Center, School Aged Services, and Pippen Youth Center to Carolina Clean, Inc. under the existing contract, W911S7-11-D-0017. The current contract period of performance expires 30 June 2012. The Government is choosing not to exercise the available option period, but rather will utilize FAR 52.217-8 Option to Extend Services for an approximate 2.5 month period of performance. This extension is being synopsized and supported by a sole source justification and approval because extension pricing was not originally evaluated. The incumbent contractor, Carolina Clean, Inc., has the equipment, personnel, and requisite knowledge to support the current requirements contract. A new contract would require start-up time, and the immediate availability of resources to execute the scope of work, which is simply not available through competitive means in the minimal amount of time left before the current contract expires. Personnel working at child care centers require background checks and a more thorough screening than do other service employees.
