- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is HISTDISP-051612-NLS and is issued as a Request for Quote. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-50). This acquisition will be processed under Simplified Acquisition Procedures (SAP) as a 100% Small Business Set-Aside and as Firm-Fixed Price. The North American Industry Classification System (NAICS) Code for this acquisition is 238350, and the Small Business Size Standard is $14.0 M. This requirement is for the development of permanent historical displays to exhibit pre-existing artifacts, photos and machinery for Lake City Army Ammunition Plant (LCAAP) in Independence, MO. Prospective contractors must be within a 50 mile radius of LCAAP to be considered due to project coordination requirements. The contractor shall develop exhibits that provide the history of the plant creation to present day, and includes all labor, materials, equipment and facilities necessary for the design, fabrication, and installation of the exhibits created. The period of performance will not exceed 75 days after contract award. CLIN 0001: Historical Displays. FOB: Destination applies to the CLIN. FAR Provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors; FAR 52.212-3 Offeror Representations and Certifications - Commercial Items; FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; and FAR 52.204-7, Central Contractor Registration (CCR) and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. The award will be based on lowest price. Also, in order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
