Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. This Sources Sought is in support of a market survey being conducted by Indian Head Division, Naval Surface Warfare Center (IHD/NSWC) Picatinny Detachment to determine potential manufacturers of 30x173MM Armor Piercing, Fin Stabilized, Discarding Sabot “ Traced (APFSDS-T) cartridges. SPECIFICATIONS/CAPABILITIES: Ammunition characteristics that are considered highly desirable are: Hydro-ballistic capability “ The ability of the projectile to transit significant distances through water while retaining significant energy and lethality. This capability may be achieved through use of super-cavitating projectile design technology. The U.S. Navy holds patent on super-cavitating APFSDS projectile design technology which may be made available to a vendor in conjunction with any related future procurement action. Sabot Discard pattern “ The sabot discard pattern must be narrow enough not to endanger surface ship personnel, equipment and superstructure while not significantly impacting current gun firing angles. Use of an environmentally safe penetrator. The primary mission of this ammunition will be Navy surface ship self defense from small surface craft. The ammunition must be suitable for Navy surface ship applications and meet the safety requirements of the U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB). The cartridge shall be designed to function in the Navy ™s Mk 46 Gun Weapon System which utilizes the Mk 44 (Bushmaster II) 30mm cannon. The cartridges shall be linked together with the Bushmaster II link and packed 30 per M592 container. The Government does not own a production Technical Data Package (TDP) for this item. These cartridges will be procured to an Automated Data List (ADL) and Performance Specification that is marked Distribution Statement D. Distribution Statement "D" means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology). This Performance Specification contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Performance Specification. The Performance Specification will not be provided at this time. Respondents must have personnel trained and experienced in handling energetic materials. These materials are extremely hazardous and environmentally sensitive. Strict U.S. Government security requirements are mandated for their storage and handling. In responding to this Sources Sought, respondents should provide the following information: A description of the item(s) that may be offered, should the Government pursue procurement of 30MM APFSDS-T ammunition. Past performance in manufacturing the requested item or similar items A summary of the respondent ™s technical and manufacturing capabilities Identification of those major components that would be subcontracted A description of your production rate flexibility, including your maximum production rate attainable, and minimum sustaining rate A description of your environmental and ballistic test facilities capable of supporting typical ammunition First Article and Lot Acceptance tests A description of your quality plan, including methods for flowing quality requirements to sub-vendors A description of your safety plan Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business) Please clearly identify any proprietary information submitted. All information submitted will be retained in the solicitation file as market research and will not be released to the public. All interested sources shall provide a summary of their company ™s capabilities including organization name, address, a description of facilities, manufacturing processes, inspection capability, personnel, past experience, and current production capacity per month. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
