- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The solicitation is being issued pursuant to the procedures of FAR 13. Synopsis exception FAR 5.202 (a)(13) applies and Solicitation Number N00164-12-T-0097 is hereby issued as an attachment hereto. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. THIS RFQ IS FOR 100% SMALL BUSINESS SET ASIDE CONTRACT AWARD: CLIN 0001- BASE AWARD FOR Truck Mounted Test Van. Brand Name or Equal TO: Hercules Centre Truck Body P/N: JGD01061252239INLV QUANTITY: 2 Each IAW Performance Specifications Specs on pages 3 through 4 Company to mount Test Van on Government Truck Delivery: Require FOB Destination to Naval Surface Warfare Center Crane, Indiana 47522 within 16 weeks ARO. Quoters - Please note before preparing your quote, carefully review ALL SECTIONS. The government intends to award to the responsible contractor whose offer is the Lowest Price Technically Acceptable that represents the best value for the Government IAW FAR 13.106-2. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. An acceptable quote using LPTA GO “ NO GO will consist of the following and all quotes will be evaluated: Signed SF 1449 (ALL PAGES RETURNED) Product Literature for OR EQUAL - Reference CNIN-L-0007 on page 13 Compliance Matrix Table for Performance Specifications filled out on page 27. Time of Delivery FAR 52.211-8 filled out on page 5 Provide Zip Code of place of performance IAW Performance Spec No. 13 on page 4 Provide Standard Commercial Warranty Attachment I, Past Experience Questionnaire completely filled out, signed and returned Pgs. 28 - 29 All pricing must be entered on each CLIN of solicitation. ADDITIONAL DOCUMENTATION WILL BE ACCEPTED HOWEVER NO QUOTER WILL BE CONSIDERED TECHNICALLY ACCEPTABLE WITHOUT THE ABOVE MENTIONED DOCUMENTATION. The solicitation will be available for download on 16 May 2012. Closing date will be on 04 June 2012, by 2:00 P.M. EST. This notice is a synopsis and does not constitute a Request for Quote (RFQ) and it is not a commitment by the U.S. Navy to procure subject equipment, all changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
