Description
The purpose of this modification to the synopsis and Industry Day announcement is to clarify the process for visitors to NSWC PHD for the MK 41 VLS Canister Industry Day and to revise the RSVP deadline to 23 May 2012. Interested parties who wish to attend the MK 41 VLS Canister Industry Day must follow the process stated below to register for Industry Day with Megan Galloway and Jimmy Rider. If a MK 41 VLS Canister Industry Day attendee does not have a Department of Defense Common Access Card (CAC) but is a US Citizen, please notify NSWC PHD POC, MS. LaQuinta Lowe, of your intent to attend the industry day and complete the Department of Homeland Security (DHS) I-9 Form. The completed and signed I-9 Form must be submitted to Ms. Lowe no later than COB 23 May 2012. Ms. Lowe will submit the I-9 form to the Pass and Identification Office. Foreign Nationals/ Non US Citizens must submit a Visit Request through standard channels and must also notify Ms. Lowe of their intent to attend. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in cases when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via FedBizOpps/NECO and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation in June 2012 for the MK 41 Vertical Launch System (VLS) Canister Production Contract for (FY13-17) MK 14 Mod 2, MK 21 Mod 2, MK 21 Mod 3, and MK 25 Mod 0 canisters, ancillary hardware, and associated support equipment in support of US Navy requirements and NATO SEASPARROW consortium requirements. NAVSEA intends to conduct an industry day on 4 June 2012 at NSWC PHD, Port Hueneme, CA. The Canisters are utilized in the MK 41 Vertical Launching System. The Canisters serve as missile shipping containers (when configured with the Packaging, Handling, Storage and Transportation (PHSandT) equipment) and launch tubes (when loaded into VLS Modules). The Canisters provide missile environmental protection, structural support, hazard monitoring and rocket motor exhaust gas containment. The MK 14 Mod 2 Canister is the shipping container and provides structural alignment for the TOMAHAWK All Up Round. The Canister shell structure is a steel weldment with corrugated steel skins and cast steel end frames. The Canister contains adjustable lateral restraint shoes, longitudinal shock isolators, an ablative coated steel baseplate structure, ablative blocks, deluge piping, nitrogen fill piping, cables, a code plug and a Canister Safe and Enable Switch. The Canister also contains a telemetry antenna and monitoring connection. The MK 21 Mod 2 Canister is the shipping container and launch tube for SM 3 Block I/IA/IB missiles. The shell structure is a steel weldment utilizing flat plates stiffened with channels and cast steel end frames. The Canister contains booster cradles and guides, shock isolated dorsal fin guide rails, longitudinal shock isolators, an ablative coated steel baseplate structure, ablative lining, deluge piping, cables, a code plug, explosive release bolts and a Canister Safe and Enable Switch. The Canister also contains a fiber optic connector and cable, telemetry antennas and a monitoring connection. The MK 21 Mod 3 Canister is the shipping container and launch tube for SM 6 missiles. This Canister is similar to the MK 21 Mod 2 Canister with some minor differences. The MK 25 Mod 0 Canister is the shipping container and launch tube for EVOLVED SEASPARROW Missiles (ESSM). The Canister consists of four sub cells, a dog down box, a forward support frame, a Canister frame, a Canister Electrical Module (CEM), cables, explosive release bolts and deluge piping. The Dog down box contains four sub cell base assemblies, four aft-support grids and a Printed Wiring Assembly (PWA). Each sub cell base includes longitudinal shock isolators, a longitudinal restraint clamp, a longitudinal restraint monitor, an obturator tube and a missile umbilical connector. The CEM includes a PWA, Canister Safe/Enable Switch and Canister umbilical connector. The PWA in the CEM and Dog down box contain relays and other circuitry to allow the launcher to direct signals to any of the four sub cells. Each sub cell includes guide rails, upper lateral and lower lateral missile restraints and guide rails. The Canister also contains telemetry antennas and a monitoring connection. NAVSEA intends to award one Firm Fixed Price contract via full and open competition. Requirements include, but are not limited to, production of canisters, as well as design, fabrication and/or procurement and assembly of all special tooling, test equipment and gauges required to manufacture, assemble, test and inspect MK 41 VLS Canisters, ancillary hardware, and associated support equipment. Additionally, the Offeror will be required to fabricate or procure, maintain and calibrate the Canister Internal Fit Check Tool(s) that perform the Canister internal fit checks required by each Canister Parameters Document. The anticipated contract period of performance for this requirement will be from the date of contract award, approximately May 2013, through delivery of all hardware. The solicitation will be issued electronically via http://www.neco.navy.mil. Hard copies of the solicitation will not be provided or mailed. Interested offerors should monitor both the FBO page located at http://www.fbo.gov and the NECO site located at https://www.neco.navy.mil for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidderà ‚¬ s mailing list. IMPORTANT: In order to be considered for contract award, all offerors must be a United States (US) company or an independent US subsidiary. However, subject to the applicable laws, regulations, and the terms of the solicitation, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations. Potential offerors are advised that the solicitation attachments contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. If a solicitation is posted, these documents will be supplied on a CD/DVD which will be mailed separately upon request. Only one copy of the controlled unclassified information CD/DVD will be distributed per interested company. Potential offererors interested in receiving the export controlled attachments will be required to submit a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement), signed by the US/Canada Joint Certification Office. Instruction for obtaining a DD Form 2345 can be found at: http://www.dlis.dla.mil/JCP/documents.aspx If your firm is interested in this planned procurement, it is advised that prior to the posting of the solicitation you and your potential subcontractors obtain the appropriate export control authority or dissemination authorization to handle technical data whose export is restricted by the Arms Export Control Act. NAVSEA has no control over the timing, or granting of the DD Form 2345. Additional instructions for requesting the attachments will be posted if a solicitation is posted. NAVSEA intends to hold a VLS Canister Industry Day on 4 June 2012 commencing at 0900 Pacific Standard Time at the Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA, Building 506. Canisters with PHSandT equipment and other associated equipment will be on display and available for observation. The objectives of the VLS Canister Industry Day are to increase industry understanding and appreciation of Canister and associated equipment design, Fleet utilization, safety features and production requirements and to provide industry the opportunity to ask questions and obtain feedback from the Navy. The Government will respond in writing to all questions submitted by posting them to the FedBizOpps. Interested parties are required to RSVP for Industry Day by close of business on 23 May 2012 by e-mail to the Contracting Officer, Ms. Megan E. Galloway, at megan.galloway@navy.mil with a copy to Mr. Jimmy Rider at james.rider1@navy.mil. The RSVP shall include the following information: Subject line: NAVSEA VLS Canister Industry Day RSVP, Include the Point-of-Contacts name, telephone number, company, and Names of the attendees from interested company in the email. Interested parties are limited to four attendees per respondent. Formal presentations are not required or accepted and recording devices are not permitted. Please see the attached Visitorà ‚¬ s information guide for directions to Naval Surface Warfare Center, Port Hueneme Division as well as instructions to fulfill badge and base access requirements. US Citizens without CAC Cards must request base access by submitting a completed and signed DHS I-9 form to LaQuinta Lowe by COB 23 May 2012.
