Description
The Defense Commissary Agency, Contracting Directorate, Construction-Design Branch (HQ DeCA/LEAAF), anticipates awarding a firm-fixed-price construction contract to design and construct a new roughly 46,000 square foot commissary at Maxwell AFB, Gunter Annex, Alabama. The new commissary project will include retail sales, nonperishable and refrigerated food storage, administrative areas, site work and all associated facilities, as well as demolition, abatement, and repair of portions of the existing commissary and associated facilities. The design shall comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The completed commissary facility will have a sales area, bakery/deli, administrative area, produce department, meat department, dairy department, frozen food area, operational support areas, and staging/receiving areas. Demolition is to include, but not be limited to, partial removal of Building 811 from the foundation up to the extents of the structure. The work covered by Asbestos Abatement includes the removal of asbestos-containing materials (ACM) which are encountered during demolition and renovation activities associated with this project, following procedures and using equipment required to protect workers and occupants of the regulated area from contact with airborne asbestos fibers, and ACM dust and debris. The existing commissary will remain operational until 60 days after the new commissary is open for business. Accessibility for the handicapped will be provided. The magnitude of construction is between $10,000,000 and $25,000,000. This is a competitive acquisition for a commissary construction project utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection Process conducted in accordance with the Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the best value lowest price technically acceptable responsible offeror. Award will be made on an all or none basis. This acquisition will be conducted in full and open competition. For the purpose of this acquisition, the predominant NAICS Code is 236220. The Business Size standard is $33,500,000. The pricing schedule for this solicitation will consist of seven (7) Contract Line Item Numbers (CLINs). These include Design, Site Work, Building Construction, Equipment, and Décor, funded by DeCA, and Asbestos Abatement and Demolition of Existing Building, funded by the Air Education and Training Command (AETC). One firm-fixed-price contract will be awarded to the responsible offeror who provides the lowest price technically acceptable proposal. This contract will be awarded and administered by DeCA. Funding and payment information will be provided by DeCA at the time of award. The performance period for this project will be 730 calendar days after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 31 May 2012.
