General: The contractor shall supply all equipment, labor and materials required to remove and dispose of the two existing vault toilets and replace them with one new vault toilet at the Winni Campground. For location of the bathrooms at the US Army Corps of Engineers Winni Campground, Deer River, Minnesota, see campground map. All work shall conform to local, County, and State codes. 2. Measurement and Payment: The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, testing and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation for all work shown, specified, or essential to completion of the project (whether or not the specific material or operation is indicated) shall be included on the bidding schedule. The payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract. Payment for each contract line item will constitute full compensation for furnishing the materials and constructing the work complete in place as specified. Prior to submitting a bid, it is recommended the Contractor visit the site. 2.1 Unit Prices: Payment items for the work of this contract are listed in the BIDDING SCHEDULE and described below. The payment items provided for on the bidding schedule embody the work; but the work descriptions provided below do not specifically discuss all incidental work required to complete the contract work. 3. Removal of Existing Vaults and Buildings: The contractor shall supply all equipment, labor and materials required to disconnect the electrical power and remove the 2 vaults and 2 toilets in the Winni Campground. 3.1 Disposal: All materials shall be disposed of in accordance with all required local, County and State of Minnesota disposal regulations. 4. The new vault bathrooms must meet the following Specifications: The contractor shall supply all equipment, labor and materials required to furnish and install a prefabricated precast concrete vault toilet with vault. The precast prefabricated concrete toilet and vault shall be a model # PT275 manufactured by HUFFCUTT Concrete, Incorporated out of Chippewa Falls, Wisconsin or equivalent (salient characteristics for lavatory equivalence are listed at the end of this document). The toilet must be ADA accessible and the vault and toilet shall be installed according to the manufactures recommendations and all local, County and State building codes. 5. Concrete Apron. The Contractor shall pour a 5 inch thick reinforced concrete apron that's 5 feet wide and runs the full length of the building in front of the doors of the toilet. The Contractor shall install expansion material the length of the slab between the slab and the building and the slab shall have a broom finished surface. The slab shall be sloped so that water will run off of the slab away from the building and still meet ADA requirements. 6. Electric and Lighting. The Contractor is responsible for connecting the electrical power to the new bathroom, and for installing new lights on the men's and women's sides as well as on the outside of the bathroom. All three lights shall be controlled by a photo eye located on the outside light. The inside lights shall be installed back to back on the inside partition wall. These lights shall be LUMAPRO Mini Wall Pack, Polycarbonate, 42W, 120V Bronze colored light fixtures manufactured by GRAINGER INTERNATIONAL INC or equal. UL listed for wet conditions. The outside light shall be located between the two entrance doors on the front of the bathroom. This light shall be a LUMAPRO Mini Wall Pack, 70 W, 120V, High Pressure Sodium, with Photocell, Bronze colored light fixture manufactured by GRAINGER INTERNATIONAL INC or equal. UL listed for wet conditions. All electrical work shall be installed according to local, County and State Electric codes. 7. Site Visit. Contractors are encouraged to visit the site prior to bidding. Contact Jeff Kleinert at Pokegama Dam 218-326-6128. 8. Safety Plan. The Contractor shall submit a safety plan for performing the work. Safety plan shall be in conformance with the Safety and Health Requirements Manual, US Army Corps of Engineers EM 385-1-1 (latest edition). The manual shall be provided by the Corps. The safety plan shall be reviewed by the Corps and discussed at the initial pre-construction meeting to be held at the Winnie site. The "Safety Plan" shall be accepted prior to start of work. The web site for the 2008 "Safety and Health Requirements Manual", USACE EM 385-1-1 (latest edition) is www.usace.army.mil/CESO/Pages/EM385-1-2008. 9. Schedule. All work shall be c ompleted by October 31, 2012. 10. Work Plan. Contractor shall submit a plan that details the sequence and scheduling of the proposed work during a Monday - Friday work week. The work plan shall be submitted within 10 days of contract award. The work plan shall be discussed at the initial pre-construction meeting to be held at the Winni Dam site. The "Work Plan" shall be accepted prior to start of work. 11. Specification Sheet. The work plan and safety plan shall be submitted as noted above. Both of these items shall be submitted prior to the pre-construction meeting. Other submittals will include the specification sheets for the Vault, Toilet Building, and Lighting. 12. Clean Up. Contractor shall be responsible for removal and disposal of all construction debris. Disposal of debris shall be off-site and meet all local, County and State disposal codes. 13. Coordination. All work shall be coordinated with Jeff Kleinert at Pokegama Dam 218-326-6128. 14. Initial Meeting. A pre-construction meeting shall be held at Winni Dam before commencing work. The safety plan, work plan, schedule, and coordination issues shall be discussed. The contractor shall submit the safety plan and work plan for review prior to the meeting. 15. Power. Electrical power is available, near the construction site for Contractor's use during construction; coordinate with the staff. 16. Sanitary Facilities. Outdoor restrooms are available on site. 17. Attachments 17.1 Project Location: Winni Campground is located 17 miles northwest of Deer River, Minnesota off of County Road 9 on the northeast side of Lake Winnibigoshish in north central Minnesota. Specifications for Vault Toilet Building 1. SCOPE •A. Provide and install a prefabricated precast concrete vault toilet building. This list is not all inclusive of building requirements. Building must meet all city state and county code requirements. 1.1 PERFORMANCE REQUIREMENTS •B. Structural •1. Building shall be designed per ASCE standard 7-05, "Minimum design loads for buildings and other structures". •2. Loading: Live Load (Ground Snow) = 60.0 psf ( Pounds per Sq Foot ) 3. Wind Loading: 90 M.P.H. •C. Design •1. Building shall be designed to meet ADA requirements. •D. Concrete 1. Compressive strength of Concrete minimum 5000psi at 28 days. 2. Cold Weather Concrete a. Cold weather concrete placement will be in accordance with ACI 306. b. Concrete will not be placed if ambient temperature is expected to be below 35 degrees Fahrenheit during the curing period unless heat is readily available to maintain the surface temperature of the concrete at least 45 degrees Fahrenheit. c. Materials containing frost or lumps of frozen materials will not be used. 3. Hot Weather Concrete a. The temperature of the concrete will not exceed 90 degrees at the time of placement. When the ambient temperature reaches 90 degrees the concrete will be protected with moist covering. 2.1 MATERIALS A. Doors and Frames 1. Building shall be fitted with insulated Steel Doors and steel Frames. Doors and frames shall include one coat of rust inhibitive primer and two finish coats of enamel paint. B. Door hardware 1. Door Closer: Door shall be fitted with a door closer to prevent doors being left open; example of an acceptable door closer is a Norton CLP7500T. 2. Sweep: Doors shall be fitted with sweeps; example of an acceptable sweep is a Reese 962C Anodized Clear Aluminum, Door Sweep with Weatherstrip Nylon Brush Insert. 3. Handel and Lockset: Door handle shall be ADA Compliant, door shall be fitted with key operated deadbolt with at least a 1" throw. C. Access/Clean Out Hatch 1. Lockable access/clean out hatch shall have a 24" x 24" unrestricted opening, hinged cover and frame assembly rated for at least 300 psf pedestrian load. Hinged cover shall have with kickstand to prevent the cover from accidental closure.. D. Bug Screen Windows 1. Frames shall be constructed of uPVC for ease of maintenance and durability. Screens shall be removable and made from ¼" x ¼" security mesh covered with bug screen. E. Handicap Toilet Risers 1. ADA Compliant risers. Toilet riser flange shall be caulked at the floor using a durable, flexible sealant. F. Floor Vents 1. Shall be at least 16" x 8", louvered, with rodent proof screen riveted in. G. Urinal 1. Each lavatory shall be equipped with an ADA compliant urinal. H. Vent Pipes 1. Shall have a nominal pipe size of 12" with a dimension ratio of 17. The vent pipe shall extend at least 3' above the roof line. Vent pipe shall be caulked using a durable, flexible sealant around perimeter at top of floor slab. I. Toilet Paper Dispensers 1. Lockable toilet paper dispenser shall hold at least 3 rolls of paper. J. Grab Bars 1. Grab bars shall be ADA compliant. K. Vault 1. Vault shall be warranted against leaks for a period of 8 years, and have a total capacity of at least 3,600 Gallons. 2.2 FINISHES A. Interior 1. Smooth finish. B. Exterior 1. Exterior of building shall be visually similar to preexisting structures. For photo of existing structure and pertinent structural materials see attachment 1. C. Paint 1. Interior a. Wall panels shall be coated with a two-component, self priming, and high build epoxy mastic white in color. b. A clear, sacrificial anti-graffiti coating shall be applied over the finish coat. Example of an acceptable product: Dumond CS-101 2. Doors a. Metal surfaces both interior and exterior shall be covered using a high performance 100% acrylic satin enamel. Example of an acceptable product: Hallman Lindsay Duratech 100% Acrylic Satin Enamel b. Kick Plate: Door shall be fitted with a kick plate the full width of the door, and at least 12" high. 3.1 INSTALLATION A. Excavation 1. Finished floor height shall be 4 inches above finished grade considering surrounding elevations, ADA accessibility, rain water runoff, and other site specific criteria. 2. Excavation for the vault shall be a minimum of 1' larger on all sides at the base. Worker safety is of primary importance and proper excavation methods should be used. The bottom of the hole should be level to slightly concave in the middle so that the vault walls can adequately support the building. Proper bedding material is also important to ensure a long service life of your pit toilet against adverse settling. Use 4" of sand or granular material overlying a firm and uniform base. The vault should not bear on large stones or rock edges. Sites with silty soils, high water tables or other poor bearing characteristics must have specially designed bedding and bearing surfaces. Proper compaction of the underlying soils is critical to eliminate later settlement. 3. Backfill should be placed in uniform layers 12" thick. Backfill should be free of any stones larger than 3" in diameter or other debris.
