Attachment 2 - Program 2 Course Title: Leadership: Skill Mastery for Managers Attachment 1 - Program 1 Course Title: Coaching for Excellence COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: OPM2612Q0013 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-59 dated May 15, 2012. The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is set-aside exclusively for small businesses, allowing only a small business to submit proposals. The Federal Executive Institute (FEI) is the federal government's premier leadership development center for executives. Since 1968, FEI has provided executive education programs for GS-15s and members of the Senior Executive Service (SES). At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year, and a variety of open-enrollment and custom-designed program offerings. FEI offers residential programs on its campus in Charlottesville, VA, as well as delivers the FEI experience at selected venues nationally and internationally. In support of its mission, FEI-CS needs to acquire a vendor to deliver nine (9) Executive Leadership training sessions; three (3) sessions of the "Coaching for Excellence Program" which has been designed to teach a total of 86 SBA leaders how to develop the necessary skills to coach their subordinates to higher performance, and six (6) sessions of the" Leadership: Skill Mastery for Managers Program", which has been designed to improve a total of 186 SBA middle level manager's abilities to lead more effectively. The Office of Personnel Management (OPM) intends to award a Firm-fixed Price purchase order to the offeror that represents the best value to the government. The contractor shall be required to deliver nine (9) Executive Leadership training sessions; three (3) Coaching for Excellence training sessions for approximately a total of 86 SBA participants, and the six (6) Leadership: Skill Mastery for Managers programs for approximately a total of 186 SBA participants, both using the program design and content provided by the OPM Custom Office. The period of performance is from the date of award through September 15, 2012. Offerors are invited to submit their quotations to OPM-Contracting Group in response to this notice by 3:00 PM Eastern Standard Time (EST), May 18, 2012. Only e-mailed requests for additional information will be accepted at antoinette.campbell@opm.gov through 12:00 Noon EST, May 23, 2012. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to antoinette.campbell@opm.gov. Note: communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Vendors not registered in the Central Contractor Registration (CCR) at the time the requirement is anticipated to be awarded will not be considered.
