- This is a Sources Sought/Market Survey announcement only; no solicitation exists at this time. The Survey is being conducted by the New York District, Corps of Engineers, to determine the size and type of small business firms (to include but not limited to Women-Owned Small Business, 8(a),HUB ZONE, SDVOSB and any other small Business) interested in submitting proposals for the Design-Build Construction of a Health Clinic at Fort Drum, New York. The Project consists of designing and constructing a 22,496 SF medical clinic to provide adequate clinical and administrative space and ancillary services space to meet clinical outpatient health needs at Fort Drum. Supporting facilities include utilities, site improvements, parking, access, signage and environmental protection. The project will be designed in accordance with criteria prescribed in DoD Unified Facilities Criteria (UFC) 4-510-01, World Class and Evidence Based Design Principles, DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, barrier free design in accordance with DoD criteria and DEPSECDEF Memorandum "Access for People with Disabilities" dated 31 October 2008, and applicable energy conservation legislation and Executive orders. The project will be designed and built to US Green Building Council (USGBC) LEED 3.0 Silver Certified rating standard. The Design-Build Contractor will be required to provide Operations and Maintenance Manuals, Comprehensive Interior Design Services and perform "Enhanced Commissioning." Air conditioning is estimated at approximately 80 tons. The anticipate cost of this project is more than $10,000,000. The expected timeline from award to construction completion is 730 days or less. The North American Industrial Classification System (NAICS) code is 236220, which has a small business size standard of $33.5 million in average annual receipts. The project requires knowledge of the design and construction of commercial and institutional facilities, including earthwork, plumbing, electrical, HVAC, masonry, etc., and the regulations applicable to such. All interested firms have until 04 June 2012 at 2:00PM to submit a Capabilities Statement consisting of the following information: 1) Demonstrate construction experience of similar scope, magnitude and complexity to the above listed project; 2) Demonstrate that the firm has appropriate bonding capabilities and a letter from their Surety; 3) Demonstrate the firm possess either internally, or as a member of their team/joint venture, a full service licensed architect-engineer design team with experience similar to the above listed project of similar complexity. Also, state if team, or joint venture, have worked on previous projects or if the team/joint venture would be assembled for this solicitation; 4) Provide a list of at least 3 but no more than 5 projects (within the past 5 years), which are similar in size, magnitude, and complexity to those listed above with points of contact from the customer; 5) Demonstrate the ability to operate outside of the firms home office immediate area if not located in the vicinity of Ft Drum New York; 6) Demonstrate the ability to manage multiple projects simultaneously; 7) Document firms Business Size by submitting Representation and Certification paperwork as to type of business (whether HUB Zone, Service disabled Veteran Owned Small Business, or small business 8(a), etc.). IMPORTANT: Responses must be limited to no more that 20 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities.
