THIS IS A PRE-SOLICITATION NOTICE ONLY. NO AWARD WILL BE GENERATED FROM THIS NOTICE. NOTICE: In accordance with FAR 19.1405, this requirement is set aside for "Service- Disabled Veteran Owned Small Businesses (SDVOSB)" only. This solicitation will be procured in accordance with the U.S. Small Business Administration's Service-Disabled Veteran-Owned Small Business Concern Program (SDVOSBC). For further information regarding the program, please see visit http://www.sba.gov/content/service-disabled-veteran-owned-small-business-concerns-sdvosbc. The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, intends to compete a requirement to replace the capacitors at the Pittsburgh Post Office and Courthouse. The location of performance is: Pittsburgh Post Office and Courthouse (POCH) 700 Grant St. Pittsburgh, PA 15222 General Description of Scope of Services: The responsible SDVOSB contractor selected for this project will be required to perform the following construction services for the "POCH Capacitor Replacement Project." This requirement includes all supervision, labor, materials and equipment necessary to accomplish the following: Base Contract: The objective of this project is to replace the existing fixed capacitors with new variable capacitor banks with integral harmonic filters. The new variable capacitors will be split into (2) two banks with (1) one bank supplying 400KVAR and (1) one bank supplying 350KVAR yielding a total of 750KVAR of variable capacitance. This project also requires the installation of new externally mounted, modular TVSS devices for 208/120V panel boards located throughout the building serving high concentrations of computer type loads. Option 1: Option 1 of this project will replace the twelve (12) existing electrical distribution panel boards with new panel boards. Work shall include the installation of new circuit breakers of appropriate rating for each new panel. Award will be a firm fixed price (FFP) contract and the procurement method will be competitive negotiated Request for Proposal (RFP). In accordance with FAR 19.1405, this project is set aside for "Service Disabled Veteran Owned Small Business (SDVOSB). Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. For this requirement, the combined weight of the technical evaluation factors is considered more important than price. In accordance with FAR 36.204, the order of magnitude for this procurement is between $250,000.00- $500,000.00. The NAICS code applicable to this project is 238210, Electrical Contractors and other Wiring Installation Contractors.
