- The U.S. Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) intends to issue a solicitation for an indefinite delivery indefinite quantity (ID/IQ) contract competed as a service disabled veteran owned small business (SDVOSB) set aside. A single award ID/IQ contract is anticipated with task orders that are either cost-plus-fixed-fee (completion or term) or firm-fixed price. The proposed action is for Marine Engineering Support services, which will supplement the Volpe Center's Infrastructure Engineering and Deployment Division in providing various Maritime Sponsors with Program Management, Marine Engineering/Design, and Marine Safety expertise in managing and maintaining their Marine Transportation Systems and supporting facilities. The contractor will be required to meet specific skill set requirements listed in the statement of work (SOW) in areas such as Marine Engineering/Design Support, AutoCad Design Services, Systems Analyses, Shipboard Inspections, Marine Business Analyses, Marine Safety Analyses and Marine Security. Types of disciplines/functions shall include Structural, Electrical, Piping and Machinery, Mechanical, AutoCad Design, Technical Writing, Systems Analysts, and Project Team Leaders. The SOW will be set forth in the solicitation. The North American Industry Classification System (NAICS) Code is 541330 for this acquisition with a small business annual sales size standard of $14M. The estimated release date of the solicitation will be on or about 8 June 2012. Proposals will be due approximately 30 days following the issuance of the solicitation. The solicitation will be issued for the basic ID/IQ contract with a task ordering period of five (5) years from the date of contract award. The Volpe Center uses electronic commerce to issue solicitations and amendments to solicitations. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.fedbizopps.gov Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on FedBizOpps. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. Furthermore, offerors and potential offerors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for costs, if any, associated with this NOCA. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
