- Description
- Construction of Billeting for the Non-Commissioned Officer (NCO) Academy. Billeting construction will include a building that is primarily for housing students to support the various courses taught at the NCO Academy. Building (approximately 66,600 Sq. Ft.) will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include paving, fencing, general site improvements, and extension of utilities to serve the project. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. The location and orientation of this facility will help to create a campus courtyard between the existing Phase I buildings, the Phase II building that is currently being designed, and will leave the remaining portion of the parcel open for future development of an additional phase of the NCOA campus to construct a dining facility, in accordance with the approved master plan. The estimated cost range for this project is $10M to $25M. The Construction Cost Limitation (CCL) for this project is $10,678,000. Offerors are under no obligation to approach this ceiling. This is a Small Business Set-Aside Procurement. NAICS code is 236220. The Business Size Standard is $33.5M. The base construction contract duration is approximately 525 days. The solicitation will contain options for the following: additional billeting rooms, Wireless Access Point Infrastructure, and OMAR Funded Items. The proposals will be evaluated using the Best Value Source Selection Process with the following rated evaluation criteria: Relevant Experience, Confidence in Performance, Management Plan, and Safety. The approximate issue date is 4 June 2012 and approximate closing date is 10 July 2012, 2:00pm Eastern Time. The official closing date will be included in the solicitation.
