- EE133F12RQ0450 - DATA ENTRY HEADBOAT LOG CATCH RECORDS The U.S. Dept. of Commerce, NOAA, National Marine Fisheries Service, 101 Pivers Island Road, Beaufort, NC 28516-9722 has a requirement for Data Entry Services of information of Science/Catch Records in accordance with the following Statement of Work. The period of performance is June 1, 2012 through May 31, 2013 a period of one (1) year period. This acquisition has been issued as an RFQ (EE133F-12-RQ-0450) and will be awarded as a firm fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is D303 and NAICS Code is 518210, small business size standard is $25.0. No Defense Priorities and Allocations System (DPAS) rating assigned. Offers must be submitted to the Center for Coastal Fisheries and Habitat Research, Admin Office, 101 Pivers Island Road, Beaufort, NC 28516-9722 by 2:00 PM. May 30, 2012, or Faxed to the number listed below, or emailed to the POC listed below. Vendors whose offer expires prior to closing date will not be accepted. STATEMENT OF WORK The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration has the responsibility of collecting and analyzing data from the South Atlantic and Gulf of Mexico "headboat" fishery. This information is used in stock assessments and by managers to implement policies used to manage fish stocks within the EEZ. Requirements / Objectives Data, delivered to the vendor by NMFS Beaufort Laboratory, will be key-entered, verified, and provided to the Government on compact disks (CD). Each CD will be externally labeled with the following information: Data type, Block size, number of files, number of records per file, and record length. Time of completion for all jobs consisting of less than 100,000 keystrokes is required to be five business days from the time the data is delivered to the vendor. Time of completion for all jobs consisting of less than 500,000 keystrokes is required to be ten business days from the time the data is delivered to the vendor. Completion dates for jobs exceeding 500,000 keystrokes will be mutally agreed upon between the Beaufort Laboratory and the vendor Due to security reasons related to the confidential nature of the data, and the fact that the data cannot be replaced, personnel of the Beaufort Laboratory will physically pick up the data (CD) and source documents upon completion of the job; therefore we wish to limit bids to businesses located within approximately 150 miles of Beaufort, NC. Data shall be kept in a restricted area in a UL-approved vault. Beaufort Laboratory reserves the right to conduct an on-site visit to verify security measures. For purposes of this procurement activity, the unit of service that the vendor is asked to quote on, keystrokes, is defined by the Government as each entry which is keyed and then key-verified, regardless of whether or not the key struck is a keyboard character or duplication key that automatically transfers a group of identical characters that are repeated from record to record. Example: A "6" is keyed and then later key verified = one keystroke. Error rate must be less than 1%, calculated as records containing an error divided by the total number of records keyed. The Beaufort Laboratory will determine error rate by running an update program that compares keyed data to lists and ranges of acceptable entries, and by spot-checking data listings. The vendor will be provided with the editing tables and ranges. Failure to meet the error rate criterion will necessitate re-keying of the job at no expense to the Government. Project Scope Key entry of Atlantic and Gulf of Mexico catch records, 2,500,000 keystrokes (estimate).
