- Description
- The Naval Air Systems Command (NAVAIR) plans to issue a contract to Bell Helicopter Textron, Inc. (BHTI), Fort Worth, TX, for the incorporation of seven (7) Foreign Military Sales (FMS) specific AH-1W Technical Directives for the Taiwan Army AH-1W Suite of O-level publications and the integration of a BHTI produced Taiwan peculiar AH-1W Supplement (that captures all Taiwan unique configuration items) into a New Taiwan unique suite of AH-1W O-level technical publications. This contract is expected to have a period of performance of one year. The Government intends to procure the above requirements in accordance with the statutory authority permitting Other than Full and Open Competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. BHTI is the sole designer, developer, and manufacturer of the H-1 series aircraft, and as a result is the only firm with the knowledge, experience, and technical data required to fulfill this requirement. BHTI has AH-1W FMS data rights, and peculiar knowledge of the Taiwan AH-1W design and the unique FMS configuration differences across six (6) aircraft production lots. Only BHTI has the complete drawing/data packages to support numerous peculiar Taiwan AH-1W configurations required to provide the source data, to include the wiring diagrams and electrical troubleshooting trees, to produce these essential Taiwan AH-1W Organizational Technical Publication Changes. This notice of intent is not a request for competitive proposals. This notice is for information purposes only. All responsible sources may submit a capability statement or proposal that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
