- The Department of Agriculture (USDA), United States Forest Service (USFS), anticipates soliciting for PORTABLE MOBILE RETARDANT MIXING BASES (HELICOPTER BUCKET) resource category for California (Region 5). The solicitation number is AG-9J61-S-12-7157. Telephone requests will not be accepted. Paper copies will not be issued. The solicitation and the specifications will be made available electronically at the FedBizOpps (FBO) website (www.FedBizOpps.gov). All changes to the pre-solicitation notice, solicitation and any other attachments will be posted to the above website. *IMPORTANT*: The responses to the solicitation must be submitted through the VIPR Program by using the Vendor Application located on VIPR website at the following address: http://www.fs.fed.us/business/incident/vendorapp.php. Companies must register in this Vendor Application in order to be allowed to respond to the solicitation. The PORTABLE MOBILE RETARDANT MIXING BASES (HELICOPTER BUCKET) solicitation should be posted to FBO website on or about MAY 28, 2012. CLARIFICATION as of 5-21-2012. This synopsis / solicitation is the same as the Mobile Water Enhancer Plants that would have been signed up within Region 5 under a pre-season EERA utilizing the NIFC specifications. The title referenced is the NIFC title. The QPL that will be utilized is for Gel products and will be included in the solicitation.
