- Past Performance Evaluation form This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential certified small business sources. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. No contract will be awarded from this notice. The General Services Administration (GSA), Northeast and Caribbean Region, is contemplating a solicitation for Operations and Maintenance Services through open competition within small businesses on FedBizOpps for the following Federal Buildings located in San Juan, Puerto Rico: Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, Rainforest Kids Child Development Center and Jose V. Toledo Federal Building and U.S. Courthouse. This will be a Firm Fixed Price performance based contract with a period of performance of a three (3) year base period with the potential of two (2) three year option periods, a total not to exceed 9 years of performance. The Contractor shall provide all management, supervision, labor, materials, supplies, equipment, equipment certifications and inspections documents, and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the below listed buildings: Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse Gross Sq Ft: 441,750(Approx) Rentable Sq Ft: 396,553 (Approx) Rainforest Kids Child Development Center Gross Sq Ft: 15,249 (Approx) Rentable Sq Ft: 14,682 (Approx) Jose V. Toledo Federal Building and U.S. Courthouse Gross Sq Ft: 128,715(Approx) Rentable Sq Ft: 102,962 (Approx) The services required may include but should not be interpreted as all inclusive or limited to the following: All air‑conditioning equipment and systems. All air‑handling/distribution equipment and systems. All domestic water equipment and systems. All electrical equipment, lighting, bus duct and switchgear systems, electrical panels and sub panels, circuit breakers, disconnects, emergency generators, transformers, etc. All fire protection equipment and systems. All heating equipment and systems. All HVAC systems controls and monitoring equipment. All sanitary sewage equipment and systems. All storm drainage equipment and systems. All roof structures All underground utility systems. All above ground utility systems. All motors, pumps, valves, tanks, etc. All elevator equipment and systems. All solar power equipment electric generating systems and water heating systems All HVAC ductwork All above storage tanks All underground storage tanks All building security equipment (non tenant) Architectural and structural systems and equipment within the property line. All Mechanical, plumbing, energy management control systems (EMCS) where applicable, and heating, ventilation, and air conditioning (HVAC) systems and equipment. All control systems that are within the scope of this contract. Service request desk operations, to include record keeping using a computerized maintenance management system (CMMS) as well as other administrative functions. All Locks, keycard systems, and static and dynamic bollard systems. Dock levelers. All Elevator and vertical transportation systems, including locks, keycard systems, and static and dynamic bollard systems. All Paper and soap dispensing equipment in restrooms. All Child care center playground equipment and safety playground floor surfaces (all facilities equipment associated with a child care center is included to the extent similar equipment is included for the main facility). All Grease traps. All Kitchen equipment ductwork above the ceiling, with associated piping, and any fire suppression or fire alarm equipment. All Lawn sprinkler heads automatic water irrigation systems. All Battery operated aerosol odor control units in rest rooms. All Electric hand drier blowers in restrooms. All Upgrade of software or software licenses (to include building automation systems (BAS) and CMMS). All Eddy current test on applicable chillers. All Insulation repairs and or replacement on ductwork and pipes. All Kitchen grease extraction ductwork. All Kitchen fire suppression systems. All Signage replacement or repair. All Infrared testing of electrical systems. All Emergency generators. All Restroom fixtures, plastic dividers, mirrors, soap dispensers. All Solar power electric generating systems and water heating systems. Additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the covered facilities, but not covered in the basic services of the contract, as described in this document. Statements of Capability must be in writing and are due on May 31, 2012 at 2 P.M. Responses are limited to 20 pages. Failure to respond or to submit all information requested will result in a contractor being considered as an uninterested concern. The package must address, at a minimum, the following: •1. 1. Provide a detailed narrative demonstrating your experience in the type of services (mechanical maintenance) sought by this Notice. Information shall include at least three (3) "similar" contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. 2. For each of the three (3) contracts identified above, please provide any Past Performance Evaluations completed through the Past Performance Information Retrieval System (PPIRS) or a similar Government evaluation system. If no formalized evaluation exists for a particular contract, please provide the attached Contractor Performance Evaluation Survey form for each of the three contracts with the "Owner" point of contact to include name, title, telephone number and email address. 3. Demonstrate that your firm has the personnel necessary (or the ability to obtain them) to perform the type of service sought by this Notice and to meet the requirement at Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting. Please provide resumes for key personnel, including any persons considered key to the successful administration of a contract. Resumes should address all professional licenses and certifications. 4. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government. 5. P lease indicate if your firm represents a small business socio-economic concern such as 8(a), SDVOSB, Woman Owned, or HUBZone. It is the goal of GSA to support socio-economic business concerns.
