- Exhibit E.3 Other Direct Cost Breakdown Spreadsheet Exhibit E.2 Travel Cost Breakdown Spreadsheet Exhibit E.1 Cost Proposal Template Attachment J.10 Attachment J.9 Attachment J.8 Attachment J.7 Attachment J.6 Attachment J.4 Attachment J.3 Attachment J.2 Request for Proposal No. DTFH61-12-R-00024 The Federal Highway Administration (FHWA) has a requirement for a contract to provide technical support to examine methods that use a construction cost index to estimate project costs and develop a best practices guide for highway agencies. Under the resulting contract, the Contractor shall collect, organize and analyze data from various highway agencies and other facility owners. The research product is guidance for state highway agencies to assist them in determining how best to use cost index data to improve the accuracy and precision of project estimates. The Request for Proposal and all Attachments for this procurement are attached. This requirement will be solicited using full and open competitive procedures. The work will be conducted under NAICS code 541330 with a small business size standard of $4.5 Million. Proposal shall be received no later than 3:00 pm local time EST on Wednesday, June 20, 2012. LATE PROPOSALS WILL NOT BE CONSIDERED. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
