Description
The United States Department of Transportation (DOT)'s mission is to save lives, prevent injuries, and reduce health care and other economic costs associated with motor vehicle crashes. In support of DOT's mission objectives, the National Highway Traffic Safety Administration (NHTSA) promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. Federal Motor Vehicle Safety Standards (FMVSSs) No. 214, "Side Impact Protection" and No. 201, "Occupant protection in interior impact" apply to passenger cars, multipurpose vehicles (MPVs), trucks and buses with a gross vehicle weight rating of 4,536 kg. or less. These standards were created to reduce the number of deaths and serious injuries that occur during side impact crashes. Each standard includes testing provisions necessary to determine compliance. The FMVSS No. 214 test provisions include a dynamic 32 km/h oblique pole crash test and a 53 km/h moving deformable barrier (MDB) crash test. The FMVSS No. 201 test provisions include a dynamic 29 km/h, 90 degree pole test. The FMVSS No. 214 tests utilize Part 572, Subpart U and V side impact test dummies to measure crash forces. The FMVSS No. 201 test utilizes a Part 572, Subpart M side impact test dummy to measure crash forces. NHTSA's Office of Vehicle Safety Compliance (OVSC) has established an enforcement program to monitor compliance with these safety standards. As part of this enforcement program, OVSC requires test data to support a determination that a vehicle manufacturer's certification is or is not valid. Qualified independent test laboratories will be selected to conduct the aforementioned tests in accordance with provisions of the safety standards and OVSC test procedures. Each year of this contract, NHTSA will procure new vehicles and deliver them to the qualified independent laboratories for testing. Also, NHTSA will provide to the independent laboratories, government-owned, un-instrumented side impact test dummies to use during the tests. The NAICS Code for this contract is 541380. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award an Indefinite Delivery, Indefinite Quantity, Firm Fixed Price Contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 15, 2012. The period of performance for this required hereunder including preparation, review, and submission of final reports shall be completed within one ( 1) year of the effective date of the contract. In addition, this contract includes a provision whereby the Government has the right to exercise up to two, 24-month option periods, making the total possible period of performance five (5) years.
