Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation on or around 11 July 2012 to conduct a Full and Open Competition for the procurement of TB-29A/BQ Thin Line Towed Arrays (TLTA ™s). This procurement is for the production of TB-29A TLTAs and engineering and technical services for special studies and analyses, design improvements, program management, ILS, configuration management, repair, test and evaluation, and installation support. The contract will be for the procurement of six (6) TB-29A Arrays in the base year, 4 additional TB-29A Arrays in option year 1, and 2 additional TB-29A Arrays in option year 2. Additionally, this procurement will include ordering provisions for spare and repair parts. The solicitation will be posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. When the solicitation is released it is anticipated that industry will have 40 days to respond. Source Selection will be made based on a proposal demonstrating technical acceptability and the lowest price. TB-29A TLTA will be procured on a build to print basis with a Government provided design package. The Government ™s Statement of Work will define the production effort and requirements for engineering and technical services. A contract award resulting from full and open competition is planned with one base year and two option years. Production quantities will be procured under FFP CLINs. Engineering and technical services will be procured on a CPFF basis. Other direct costs incurred in support of engineering and technical services will be procured on a cost-only basis. An FFP ordering provision for spare and repair parts will also be included in the awarded contract. This is not a request for proposal (RFP), a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. This information is subject to modification and in no way binds the Government to award a contract. This announcement serves as a pre-solicitation notice only.
