- NAICS Code: 335999 The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Teledyne Advanced Pollution Instrumentation a Teledyne Technologies Company, San Diego, CA To provide a dynamic dilution calibrator with 3 mass flow controllers. EPA has a critical need to purchase a dynamic dilution calibrator to be used in the laboratory based testing and assessment of novel apps and sensors and existing and new FRMs and FEMs. Testing requirements per 40 CFR part 53 and anticipated apps/sensors requirements and future reference and equivalent method specifications will require the production of a wide range of test atmospheres including very high and trace level concentrations of both criteria pollutants and potential inteferents. As such, a dynamic dilution calibrator containing three mass flow controllers (MFC) is required to adequately cover the needed pollution ranges. In addition, current ambient based testing and assessment of the same FRMs and FEMs employ an identical Teledyne Advanced Pollution Instrumentation (T-API) T700U calibrator. In order to maintain data integrity and consistent testing and evaluation procedures between ambient and laboratory based testing, an identical T-API T700U calibrator must be procured and employed. In addition, no other commercial dynamic dilution calibrator save the T-AP T700U, can meet the critical specifications requirement of three MFCs. Therefore, EPA believes Teledyne Advanced Pollution Instrumentation, Inc. is the only vendor capable of satisfying the requirement for a dynamic dilution calibrator containing 3 mass flow controllers and is the only source for this particular calibrator. Therefore, based upon the above listed component, data integrity and testing consistency needs, a sole source purchase is justified. The circumstance permitting ?other than full and open competition? at this time is FAR 13.106(b)(1), 'sole source'. The anticipated period of performance is within 60 days of award. All interested parties who believe they can provide the required piece equipment should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available.
