- Amendment No. 0001 NOTE: THE DUE DATE AND TIME FOR RECEIPT OF PROPOSALS IS HEREBY EXTENDED FROM JUNE 1, 2012 AT 2:00 PM EASTERN TIME TO JUNE 15, 2012 AT 2:00 PM. ALSO, THIS AMENDMENT ESTABLISHES A RESPONSE DATE FOR RECEIPT OF VENDOR QUESTIONS. ALL VENDOR QUESTIONS SHALL BE SUBMITTED ONLY ELECTRONICALLY TO MS. DAWN RABUNSKY AT DAWN. RABUNSKY@FDA.HHS.GOV BY NO LATER THAN 2:00 PM ON MAY 22, 2012. QUESTIONS RECEIVED AFTER THAT DATE MAY NOT BE CONSIDERED BY THE GOVERNMENT. Amendment No. 0002 The purpose of this amendment is to provide answers to vendor questions and to change the contract specialist listed for this requirement: 1. Question: Section 11.2 indicates that the US Government anticipates awarding approximately one contract as a result of this solicitation. Does this statement mean that only one contract will be awarded throughout the US, or is it one per offeror? Government Response: The Government plans to award only one contract as a result of this solicitation. 2. Question: My University Office of Sponsored Research objects to numerous clauses in the solicitation. They told me that they frequently include a negotiation letter when clauses are negotiable. Are clauses going to be negotiable for this contract, or not? Government Response: Many of the clauses are statutorily legally mandated and thus are not negotiable. It is not possible to answer this question more specifically, as you have not indicated which clauses you are objecting to. 3. Question: With regard to the Past Performance Questionnaire that should be sent to references, I have never done any contract work before. Does this documentation refer to me or my university? How heavily will it be weighed in the decision about the contract? Government Response: If you are proposing to perform all of the work detailed in this solicitation, then you would be the responsible party. On page 36 of the RFP, it specifically states that "the lack of a past performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror. 4. Question: Are there fillable forms (e.g., face page) available for us to fill in? Government Response: It is not clear from your question what fillable form you are referring to. The SF 1449 is the cover page of the RFP and you may print off a copy and complete Block 17a. 5. Question: Is there a certain start date? Government Response: No, there is not 6. Question: Is there a funding limit? Government Response: This is not intended to be a grant award, but a fixed price contract award. The final fixed price amount will be negotiated.
