Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for Soldier Power Management Systems (SPMS) in accordance with NSWC Crane Specification. The system functions as a universal power adapter allowing end users to power and charge a wide variety of batteries and equipment, using a single compact unit. It will provide soldiers with a compact/portable, light weight, intelligent power management system capable of collecting/harvesting energy from a wide variety of available power/energy sources and delivering an appropriate power source to a wide suite of military equipment. The SPMS consists of three major components: 1) Power Controller Module (PCM); 2) Assorted Interface Cables/Adaptors; and 3) Solar Panels. Delivery of a First Article (Contractor testing) will be required FOB Destination NSWC Crane 120 days after contract award, with inspection and acceptance at destination. If the First Article requirement is waived, delivery will be required 90 days after contract award. This solicitation is 100% set aside for small businesses. Only businesses that have completed form DD 2345, and are certified under the Joint Certification Program, are authorized to receive the technical data package. A firm fixed-price, five- year, Indefinite Delivery, Indefinite Quantity (IDIQ) contract is anticipated. The minimum for the contract is $10,000 and the maximum is $48,000,000 over the life of the contract. The Contractor must be properly registered in the Government Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual certificate requirements by calling 1-888-227-2423, or via the internet at https://www.bpon.gov/cer/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representation and certifications via the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/ in conjunction with required registration in the CCR database. Inspection and acceptance shall be at destination. The solicitation will be available at FedBizOpps and NECO and no hard copies of the solicitation will be mailed. Submitting a bid from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
