- Synopsis: DU100R-12-R-0002 Notice Type: Presolicitation The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Office (OCPO), Washington, DC Contracting Operations Branch, is in the process of issuing an Small Business Administration (SBA), 8(a) competitive set aside Request for Proposal (RFP), to provide Multifamily Claims Insurance Processing Services, in support of the Federal Housing Administration (FHA) Comptroller Office of Financial Services, Multifamily Claims Branch (MFCB). The proposed contract type is a Hybrid contract with Firm Fixed Price (FFP), Fixed Unit Rate (FUR) and level of effort/labor hour line items hybrid contract. HUD will award an 8(a) Contract under the SBA 8(a) Program, to a qualified 8(a) contractor pursuant to Federal Acquisition Regulation (FAR), Part 19.8. When a claim for insurance benefits is submitted to MFCB after the assignment or conveyance to HUD, the supporting documentation from the mortgagee is reviewed for accuracy and completeness. The claim is calculated and paid to the mortgagee in a timely manner so as to avoid unnecessary interest charges. Each claim requires a detailed analysis due to its complexity and uniqueness. The claim amount is calculated using the criteria set forth in the National Housing Act (The Act), the Code of Federal Regulations (CFR), mortgagee letters, applicable HUD handbooks and multifamily claims procedures. Claims are categorized into various types, including Regular (Full Insurance, Coinsurance, Fully Insured Conveyance), and Miscellaneous (Partial Settlement, OAHP [Portfolio Reengineering], Risk Sharing, Partial Payment of Claim and Bond Refunder). Claims may be settled in cash or debentures depending on the Section of The Act and type of claim. The NAICS code is 541211. The size standard is 7M. The Government intends to issue a Request for Proposal (RFP) on or around June 11, 2012. The presolicitation, RFP and any amendments, updates, questions, answers and changes to the posted information will be available at the following websites: www.fedbizopps.gov. In case of conflict between information contained in the formal solicitation and that contained in this pre-solicitation synopsis notice, the information in the formal solicitation will govern. It is therefore the vendor's responsibility to check the website daily for any updated changes. Please note: Due to inherent organizational conflict of interests, all classes of mortgagees, lenders or loan servicers are excluded from the competition. This applies to both prime and sub-prime contractors. QUESTIONS WILL NOT BE ADDRESSED UNTIL THE SOLICITATION IS POSTED.
