Description
Statement of Work THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this sources sought synopsis is for market research purposes to gain knowledge of potentially interested and qualified sources. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. There is no solicitation available at this time. Information should focus on the capability to provide the technical support services defined below. Standard company brochures are not desired. The United States Air Force seeks to procure contractor support to provide AF/A2CU Advisory & Assistance Support (A&AS) to assist in the functional management and capability development and planning of the Air Force's RPA force. This includes technical support to AF/A2's broader management of ISR platforms, sensors, their associated Processing, Exploitation, Dissemination and communication architectures, and the development and fielding of RPA ISR capability. The AF/A2CU RPA Capabilities Division supports AF/A2C in its mission as the HAF lead for ISR and RPA capabilities used by the Air Force. The A2CU core functions include: HAF Functional Manager for AF Remotely Piloted Aircraft (RPA) and Unmanned Aircraft System (UAS) capabilities; formulates recommendations for HAF and OSD specific policy and guidance on utilization of RPA and Unmanned Aircraft Systems; assess performance and effectiveness of fielded RPA, sensor and associated ground command and control systems (C2) systems. Develops methodologies to optimize capabilities while mitigating risk; develops HAF and OSD implementation plans and procedures to optimize and enhance utilization and allocation of RPA and associated ground support systems; coordinates and consolidates RPA Enterprise wide recommendations for inclusion into AF corporate (requirements, programming, acquisition) processes; functions as HAF RPA representative to Congress, other government agencies, and allies to identify opportunities for interagency cooperation and building allied partnerships capacity; formulate strategies supporting OSD/ISR Task Force critical and time-sensitive requests for the rapid identification and fielding of emerging RPA technologies and capabilities (advance sensors and payloads) to support Combatant Commander near term requirements; and assess performance and effectiveness and develop strategies to optimize RPA C2 integration with Air Force Distributed Common Ground System and Theatre C2 nodes. A Performance Work Statement (PWS) is available below. To evaluate the potential number of vendors capable of adequately performing under the United States Air Force PWS, a thorough review of capability statements will be conducted. Interested parties who believe they have the ability to provide the required services are invited to supply a capabilities statement of no more than twenty (20) pages. Capability statements must include: 1. Complete Business Name, including DUNS Number 2. Contact Information (Respondent's name and title, address, telephone, facsimile, e-mail) 3. Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled, veteran-owned etc). Capability statements must address technical competencies and management/personnel experience relative to the key task areas detailed in the draft PWS. All interested parties believing they can provide the required services as defined in the United States Air Force PWS are invited to submit the above documentation.
