- This Presolicitation Notice is posted in advance of Solicitation No. M67854-12-R-1026 for the Foreign Weapons Program. The procurement will be conducted as a total small business set-aside under authority of FAR 19.502-2. This is a Presolicitation Notice only; THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION; NO PROPOSALS ARE REQUESTED. The Marine Corps System Command (MARCORSYSCOM), Infantry Weapons, Quantico, VA has a requirement for Fully Functional Foreign/US made Weapons. The Government anticipates entering into a Firm Fixed Price contract. The estimated contract minimum is: Qty 784 7.62x39mm AK-47 Assault Rifles with Milled Receivers. Qty 384 7.62x39mm Light Machine Guns (RPD) Qty 366 7.62x54mm General Purpose Machine Gun (PKM) Qty 217 Dragunov 7.62x54rmm Sniper Rifle (SVD) Qty 371 G3 7.62x51mm Battle Rifles Qty 349 FAL 7.62x51mm Light Automatic Assault Rifles Qty 153 Rocket Propelled Grenade Launchers Qty 20 7.62 x39mm RPG-7v Training Devices (i.e., sub-caliber trainers) to be purchased as a system with the Rocket Propelled Grenade Launchers. The purpose of the Foreign Weapons Program is to procure a selection of fully functional foreign/US made-weapons to support classroom training so students can readily identify and render safe for transport commonly encountered Foreign Weapon systems. Vendors ™ systems shall be in new (i.e., unused) condition and shall include all parts, components, assemblies, subassemblies, and mechanisms inherent to the complete system designs. A proposal offering used weapons will not be evaluated on or for that system. The systems shall demonstrate fit, form, and function of fully operational systems. The Government recognizes that there are different variants, models, and countries of origin for the systems required. The Government will accept different variants/models of the systems identified above. Also, the Government will accept domestically manufactured FAL 7.62x51mm Light Automatic Assault Rifles and RPD 7.62X39mm Rifles, as long as they conform to the technical requirements called out in the product description. The Government recognizes additional documentation will be required to procure the Dragunov 7.62x54mm Sniper Rifles. Vendors will be required to apply through the State Department for authorization where applicable when applying for importation of Russian/Soviet-made firearms. The systems shall conform to the technical requirements called out in the Product Descriptions that will be provided with the solicitation. Vendors ™ proposed configurations shall be uniform for the entire quantity of systems to be provided (i.e., entire quantity of each system shall be of the same configuration, model, and country of origin). Source Selection will be based on evaluation of Technical (Technical Capability), Past Performance, and Price factors. The Government ™s intent is to award one or more contracts to the responsible offerors with the lowest priced technically acceptable offers at the individual CLIN level, except for the Rocket Propelled Grenade Launchers (RPG-7V) and the RPG-7 Training Device. The RPG-7V and the RPG-7v Training Device will be evaluated as a complete system; i.e. they will not be evaluated as separate line items. Therefore, offerors who are unable or unwilling to offer on all CLINs, except for the RPG-7V and the RPG-7v Training Device, may propose and price to only those CLINs which they are willing and capable of delivering. The NAICS code for this procurement is 332994 and the size Standard is 1000 employees. In order to be eligible for award, interested parties must be registered in the Central Contractor Registration Database (CCR). M67854-12-R-1026 is anticipated to be issued within the next 15 days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. In case of conflicts between information contained in the formal solicitation and that contained in this pre-solicitation notice, the information in the formal solicitation will govern.
