Description

I.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). II.This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number VA-246-12-Q-2212. This solicitation is a request for a mice and rat roto-rod system to be delivered to the VA Medical Center, Salem, VA which meets the requirements within this solicitation. III.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. IV.This is an unrestricted solicitation. The North American Industry Classification System Code is 339113 and the size standard is 500 employees. V.This combined solicitation/synopsis is for purchase of the following commercial supplies which meet the following salient characteristics and requirements: 1.The system shall accommodate both mice and rats. 2.The system must have software control for data collection which can download to Excel worksheets. 3.The system must have a programmable acceleration control 4.The speed range must be at least 0-50 RPMs. 5.The system must provide a mechanism to adjust heights to allow for varied falling levels. 6.The system must be able to independently test four (4) animals at the same time. 7.Timing measurements must provide for accurate timing of animal falls and with zero (0) false counts. Photobeam measurements are preferred. 8.The following items, brand name or equal to the listed San Diego Instrument products, are requested. VIII.The Government will award a firm fixed priced contract to the responsible offeror whose offer, conforming to the requirements in this request for proposal, will be most advantageous to the Government, price and other factors considered.
