- PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the design and construction of a Carport Mounted Solar Photovoltaic (PV) System at the VA Health Care System of the Ozarks at Fayetteville, AR. The contractor shall furnish all labor, design, materials, supplies, and travel, to perform work under this project. This work involves the complete design and installation of a fully functioning Solar PV system including, but not limited to the equipment selection, carport structures, permitting, interconnections, bonding and installation of a photovoltaic system. PROJECT SCOPE: The contractor shall furnish all Design-Build services necessary to provide a minimum 400kw Solar PV system which is to be installed atop carport structures over various parking lots at the Fayetteville VA Campus. The proposal shall describe how solar power is interconnected to the campus electrical distribution system. Contractor shall assess the proposed site areas, provide installation details and plans to ensure topographical conditions are suitable for the proposed installation. The plan shall at a minimum, identify the array plan view, possible shadow zones, inverter/transformer locations, carport spacing, number of affected parking spaces, carport structural details, roof mount details, VA owned panel/switchgear/transformer interconnection points and (above and below grade) wire routing. All site preparation work shall be accomplished by the contractor and schedules shall be approved by the government Project Manager and Contracting Officer Representative (COR) prior to commencing work. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about June 8, 2012 and proposals will be due on or about July 9, 2012 at 3:00PM (EDT), at 6150 Oak Tree Blvd Suite 300, Independence, OH 44131. The period of performance shall be 300 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000. The point of contact is Justin C. Wilson who can be reached by email at justin.wilson3@va.gov.
