Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of small business firms capable of performing the services stated below. We are only seeking information from small businesses. Large businesses interested in this procurement should continually monitor the Federal Business Opportunities (FBO) web-site (http://www.fbo.gov) as the solicitation would be posted on this site if issued. DLA Disposition Services has a need for Excess Property Management in Kuwait. The contact will be for a 12-month base period and will have two 12-month option periods. The contractor shall provide non-personal services to support DLA Disposition Services Kuwait as required. The contractor will perform a variety of tasks relating to the control and accountability of items from receiving property through reutilization, transfer, donation (RTD), or other disposal action. The contractor shall have a minimum of one on-site supervisor per shift with authority over the other contractor employees to resolve day-to-day performance issues that may arise during performance of this contract. The contractor shall also designate at least one contractor manager to provide overall contract employee supervision and interface with DLA Disposition Services Kuwait management to ensure the contractor is maintaining control over the work. MHE Operators shall be licensed in accordance with ASG Camp Arifjan, Kuwait, standards implementing applicable OSHA regulations and able to operate various equipment from 4k up to and including 50k forklifts, scrap handlers, front-end loaders, and RTCH used at a DLA Disposition Services yard. The MHE will be provided by DLA Disposition Services Kuwait. Contractor Site Leaders, Supervisors, Customer Service Clerks, and Administrative Assistants shall have sufficient fluency in English to converse with other English speaking personnel and perform the tasks required to support DLA Disposition Services Kuwait. • STANDARD: The performance standards for the tasks under this contract are contained in the following mandatory regulations. DoD 4160.21-M, Defense Material Disposition Manual • DoD 4160.21-M-1, Defense Demilitarization Manual • DRMS-I 4160.14, Operating Instructions for Disposal Management • See Also Attachment 2, Customer Service Handbook - Provides examples of Documentation The contractor shall perform mutilation or demilitarization (demil) of surplus DoD property at DLA Disposition Services Kuwait that results in the total destruction of the property. Mutilation or demil of items and components prevents the restoration, reconstruction, or repair of an item to a usable condition. The contractor shall store demil-required items in a secured, separate area from other property. Government personnel will be used to maintain oversight, provide guidance on the appropriate demil method and will be used to provide a technically qualified certifier and verifier for the demil function. The contractor shall pull correct property from storage locations, prepare property for shipment; e.g., count, pack, band, crate, or box material and coordinate the Transportation Movement Request (TMR) for shipment of requisitioned property for reutilization or release. The contractor shall answer telephone calls, personal inquiries relating to surplus property. The contractor shall work in the scrap yard segregating scrap, loading and unloading scrap and may inspect scrap for critical federal supply classes and hazardous constituents and where found, the contractor shall consult with COR for appropriate guidance. Documents applicable to these tasks are DRMS-I 4160.14 Section 2, Chapter 1. The contractor shall verify the condition of materials or merchandise, and proper status codes against receiving documents and resolve any discrepancies. In performing these duties the contractor receives, verifies, sorts and classifies, and issues a variety of surplus property including vehicles and large items. The contractor reviews DTID accompanying material and compares data against property to assure correct information including proper documentation (e.g., stock number, nomenclature, quantity, unit of issue, disposal authority code, demilitarization and condition codes). The contractor takes action to have incorrect or incomplete data corrected or completed prior to acceptance for processing. The contractor visually inspects usable property for obvious signs of condition such as dents, broken and missing parts and corrosion and determines acceptability; e.g., whether DLA Disposition Services Kuwait is authorized to accept material or equipment. If property is not acceptable, the contractor consults COR for appropriate action. If acceptable, the contractor spots carriers, trucks, etc., and off loads material from conveyance. The contractor signs for receipt of property. The contractor determines whether an item has commercial value in excess of its basic material content. The contractor shall batch-lot material by Federal Supply Class (FSC), Demil code, and condition. Applicable documents for these tasks are DoD 4160.21-M-1, Defense Demilitarization Manual, DoD 4160.21-M, Defense Materiel Disposition Manual, DRMS-I 4160.14, Section 2, Chapter 1 The contractor shall palletize, warehouse, re-warehouse property on shelving/racks, or in bulk storage areas in accordance with prescribed storage methods. No life support; e.g., billeting, dining facilities, laundry service, post/base exchange, financial support, morale, welfare and recreation (MWR) facilities, medical/dental care, remains processing, uniforms and weapons, or fuel for contractor-owned vehicles will be provided within Kuwait for any contractor. Fuel to operate Government-provided MHE will be provided to the contractor by the Government. Bottled drinking water is provided for use while at work, but not to be removed from the DLA Disposition Services Kuwait facility *The following information is required for responding to this request. 1. Identify small business type, e.g. service disabled, 8(a), hub zone. 2. Provide a statement of capabilities to perform this type of work in Kuwait. Statement of capabilities should include detailed technical expertise information, employee experience / expertise and / or other informational literature demonstrating the direct ability to perform the above in Kuwait. 3. As this is primarily a labor contract, provide information on how you would be capable of performing this work and meet the requirements of FAR 52.219-14 which requires at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 4. Provide information on your capability to hire a workforce to perform in Kuwait that shows your firm is knowledgeable about hiring practices and procedures for US, TCN, and local national personnel to perform work on military installations in Kuwait.
