Description
The U.S. Department of Labor is seeking qualified contractors to support the Secretary's goal to prepare workers for jobs by identifying skills and knowledge that prepare workers to succeed in a knowledge based economy. A core role of ETA is to provide investments in job training for targeted in-demand industry sectors and associated occupations, both through formula and competitive grants. ETA has worked with business leaders, education, labor, and the workforce investment system, to create comprehensive and readily accessible documentation of the skills and competencies required in economically vital industry sectors. The NAICS code is 541611, Administrative Management and General Management Consulting Services. The small business size is $14 million. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; woman-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. The ETA is seeking contractor support in providing technical assistance and training to support the development of industry competency models and the identification of industry valued credentials through a variety of activities. The project includes development and refinement of designated industry competency models, launch and roll-out activities, and efforts to support and/or document implementation in states and regional economies. These activities, which may involve collaborative efforts between ETA, business and industry, labor organizations, educators, and workforce investment professionals, could include but are not limited to: identification, review, analysis, and synthesis of existing competency-based resources, meetings with stakeholders to review and revise draft models, identification of examples of resource use, database entry, web site design coordination, preparation of presentations for Webinars or workshops; reference materials; and on-site support services including on-site customized one-on-one assistance. This strategy and the services provided under this contract may be directed to the state and local workforce system and its partners and grantees. For the purposes of this project industry may be defined broadly to include cross-cutting competencies in science, technology, engineering, and mathematics (STEM) as well as defining the competencies needed by workforce investment professionals both within ETA and in the broader system. Tasks  The Contractor shall work closely with ETA leadership and staff to perform the following tasks with associated deliverables:  Contractor, as directed by ETA, shall identify, review, analyze, and synthesize existing industry-related competency-based resources.  Contractor, as directed by ETA, shall coordinate and support teams of experts convened to assist in development of specific competency models. Such teams may include peer experts, governmental representatives, contractors, private sector partners and other experts, as appropriate. These activities may involve collaborative efforts such as coordinating meetings of stakeholders to review, revise and validate draft models.  Contractor, as directed by ETA, shall develop documents, tools, and technical assistance information designed to address ETA priority areas in support of development and/or use of industry competency models, and may provide training and presentations/webinars to partner groups on such tools.  Contractor, as directed by ETA, shall identify examples of how competency models are used by business, educators, the workforce investment system, and national, state, and local levels and shall document these uses in various formats-such as written case studies, one-page summaries, paragraphs and PowerPoint presentations.  Contractor, as directed by ETA, shall coordinate and support virtual meetings, including email invitations, material development and distribution; logistical arrangements; teleconference hosting and follow-up.  Contractor, as directed by ETA, shall assist in the further development of the Competency Model Clearinghouse, a Web-based system for public access to competency-based resources.  Contractor, as directed by ETA, shall support coordination, appropriate linkages, and potential Web services among the range of ETA-supported electronic tools to promote and support the use of industry and occupational competency information.  Contractor, as directed by ETA, shall either directly or via sub-contractors provide specialized technical assistance to partners or grantees in the development of competency related resources such as skill standards, assessments and credentials. Responses are due May 29, 2012 by 2:00 pm EST. Electronic copies of capability statements are preferred and may be emailed to brown.jeffrey@dol.gov. The responses must be specific to each of the tasks listed above to demonstrate that the respondent is capable. The submittals shall not exceed 10 pages, TOTAL.
