Description
The US Geological Survey (USGS) has a requirement to contract with Microcom Design, Inc. to provide one Base Year and four Option Years of maintenance to the Emergency Data Distribution Network (EDDN). Maintenance will include telephone and email support, repair or replacement of failed equipment and service trips to repair or replace equipment when local technical personnel is unable to do so. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Microcom Design, Inc. unless it is contacted by any vendor that believes it possesses similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Frank J. Argenziano (fargenziano@usgs.gov) no later than 12 p.m. ET, June 7, 2012 with an affirmative answer. (The USGS considers employee signatures to be personal protected information, and therefore all employee signatures have been redacted. By posting the following document, the Contract Specialist attests all appropriate signatures have been obtained.) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1) The following information is provided to demonstrate the proposed contractors unique qualifications: The EDDN receives vital data that is used to protect life and property throughout the Western Hemisphere. The USGS Water Science Centers are all connected to this receive system to acquire real-time data to perform their mission. This maintenance contract ensures a healthy operational system that needs to be available 24 x 7 x 365. Microcom Design Inc. is the only vendor that can perform this maintenance. The receivers and demodulators used in the EDDN are their design. They are not COTS radios but were purpose-built by Microcom engineers specifically for GOES DCS message reception. Market research was conducted by me this month (April 2012). Two other companies work in this sector of satellite telemetry receivers. Sutron Corporation and Signal Engineering produce fine receiver systems. However, their designs and software are radically different from Microcoms. They also do not have the system or operational knowledge of the Microcom receivers as this knowledge is proprietary information.
