Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) with Gamma Technologies, Inc. for the purposes of leasing software for the GT Suite software. EPA is forming a simulation group to provide technical support in different rulemakings covering passenger cars, light-duty trucks, and heavy-duty trucks. EPA is currently using the GT-Suite developed by Gamma Technologies as a simulation tool to link all engine and vehicle components together. Under the proposed acquisition, EPA intends to extend the existing software lease agreement for the GT-Suite by one year. This procurement will be accomplished under FAR Part 12, Commercial Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The GT-Suite is proprietary software that is only sold by Gamma Technologies; however, any firm believing itself capable of providing comparable software may submit appropriate documentation within 7 calendar days of electronic posting of this notice. This documentation must clearly establish that the software is capable of linking all engine and vehicle components together to simulate a total engine and vehicle system. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS code is 541519. Please submit relevant documentation in writing to: US EPA, ATTN: Debbie Lewis, 26 W. Martin Luther King, Mail Stop: Norwood, Cincinnati, OH 45268 or fax your request to (513)487-2107, or email Lewis.Debbie@epa.gov. No telephone requests will be honored.
