Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 08 - 673 - Tampa, FL intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 08 - 673 - Tampa, FL is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Best Value to the Government using the following Order of Preference to meet Socioeconomic Goals: 1-SDVOSB (Certified and Verified in Vet Biz) 2-VOSB (Certified and Verified in Vet Biz) 3-HUBZONE 4-WOSB 5-SMALL BUSINESS Quotes received from qualified SDVOSB will eliminate further competition from the other categories. If no qualified SDVOSB quotes are received, then qualified VOSB quotes will be considered, if received. If no qualified VOSB quotes are received, then HUBZONE quotes will be considered, if received. If no HUBZONE quotes are received, then WOSB quotes will be considered, if received. If no WOSB quotes are received then All Small Business quotes will be considered. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Class Deviation from VAAR 804,1102, Vendor Information Pages Database (WebCIMS 453704): Section 804.1102, VIP Database, currently requires prior to January 1, 2012, that all service-disabled Veteran-owned small businesses (SDVOSBs) and Veteran-owned small businesses (VOSBs) must be listed in the VIP database, available at: www.vetbiz.gov, and also must be registered in the Central Contractor Registration (CCR) (See 48 Code of Federal Regulations (CFR) Subpart 4.11) to receive contract awards under the Department of Veterans Affairs (VA) VOSB prime contracting and subcontracting opportunities program. Further, it provides after December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR, to be eligible to participate and to receive new contract awards under this program. This deviation will mandate, in advance of the provisions outlined in section 804.1102, that contracting officers (CO) require all prospective awardees on SDVOSB and VOSB acquisitions under the Veterans First Contracting Program to apply for, and be verified by, VA's Center for Veterans Enterprise (CVE) prior to receiving an award.
