SOL# SOL-HQ-12-00009 ? Synopsis /Amendment #1 ***This amendment supersedes the original synopsis under SOL # SOL-HQ-12-00009. Please read carefully as changes reflect the type of competition to be used for this requirement. U.S. Environmental Protection Agency, SRRPOD (3805R), 1200 Pennsylvania Avenue, N.W. Washington, DC 20460. NAICS: 811219 The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management )OAM), under the authority of the Federal Acquisition Regulation (FAR) Part 15, ?Contracting by Negotiations?, intends to issue a Request for Proposal (RFP)(#SOL-HQ-12-00009) for the Office of Solid Waster and Emergency Response (OSWER) Office of Emergency Management (OEM). The purpose of this synopsis is to notify potential offeror?s of the Government?s intent. The primary purpose of this contract will be to provide a mechanism for conducting maintenance, modifications and upgrades to existing and new Infrared systems used by the ASPECT program. Most but not all of this effort will be focused around the existing MR-254AB spectrometer systems in addition to on-going development efforts with an array-based detector spectrometer. This contract will also provide a capability to assist the government in various field tests and data collection programs focused on chemical vapor detection technologi es. Based on the dynamic nature of the ASPECT program, this contract will also provide a mechanism to examine, construct and evaluate new systems to enhance the mission of ASPECT. The EPA intends to issue this contract as a Fixed Rate, Indefinite Delivery/Indefinite Quantity award. Market research has determined that this procurement will be a full and open competition requirement. The anticipated period of performance includes a twenty-four month (24) month Base Period with two (2) - twelve (12) month Option Periods, with a potential contract period of performance totaling forty-eight (48) months. The total dollar value of this procurement is estimated to be between fourteen (14) and seventeen (17) million dollars. The North American Industry Classification Standard (NAICS) code for this procurement is 811219- Other Electronic and Precision Equipment Repair and Maintenance. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about 15 days from the posting of this synopsis. Prospective sources are reminded that an award can only be made to a vendor who is registered and in an ?active status? in the Central Contractor Database (CCR). All interested parties should check these sites frequently for updates. The anticipated award date for this requirement is on or around August 23, 2012. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price. Regardless of the competitive nature of award, the contract awarded must be technically acceptable and meet cost reasonableness standards.
