- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This requirement is for supplies and services in support of the Communications Electronic Attack Surveillance and Reconnaissance (CEASAR) System ™s High Power Radio Frequency (RF) Amplifiers. This 5-year Indefinite Delivery Indefinite Quantity contract will be sole sourced to Comtech PST Corporation in accordance with the authority 10 U.S.C. 2304(C)(1) and implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own a Level III technical data package and Comtech is unwilling to sell it to the Government. The delivery terms for this acquisition will be FOB Destination. Inspection and Acceptance will be at Destination. No solicitation will be made available at Fed Biz Opps or at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
