Description
Market Research Justification for McMillan Chemical Building Renovations The upcoming contract is for architectural, electrical, mechanical, plumbing and fire protection for the McMillan Chemical Building to improve the plant and daily operations. The proposed procurement is an Invitation for Bid (IFB). The proposed procurement is 100% Small Business Set Aside, NAICS 236220, and size standard of $35,000,000.00. Estimated cost of services is between $1,000,000.00 - $5,000,000.00. The solicitation will be posted on or about June 14, 2012. PLEASE NOTE THIS IS NOT A SOLICITATION The solicitation will be for a construction contract and it will be advertized as an invitation for bid (IFB) in the $1M - $5M range. The work includes architectural, electrical, mechanical, plumbing and fire protection to the McMillan Chemical Building to improve the plant and daily operations. Specific work items include the construction of a Maintenance Support Facility workshop, offices and a multi-purpose Training Room, upgrades to the fire alarm system, replacement of a Polyaluminum Chloride (PACL) storage tank and miscellaneous painting throughout adjacent buildings. The McMillan Water Treatment Plant (WTP) is part of a system that serves about 1 million customers daily and is part of a critical water supply infrastructure for the Nation's Capital. It must operate reliably in order to guarantee uninterrupted potable water supply to residents and businesses in the Washington, DC metropolitan area. The Chemical Building is a critical component of the McMillan WTP, as it's associated feed systems must remain operational at all times. The contract period will be approximately 320 calendar days. The contractor must have access to equipment to perform the required. Therefore, an experienced contractor with resources and expertise to handle the following project constraints is needed: i. Project should be completed in seven months in order to minimize disruptions to operations in the McMillan Chemical Building. ii. The Contractor can only replace the PACL tanks during certain months of the year and the tank replacement work must be accomplished within 30 days. During the PACL tank replacement, he shall establish a temporary containment and feed system utilizing an existing 500 gallon PACL storage tank. iii. Seamlessly tie-in existing fire protection devices into a new addressable fire alarm panel. iv. Perform work in and adjacent to an active 24-hour Control Room ensuring minimal disruption to plant activities. Interested vendors shall have experience with similar type projects. Additional information in accordance with the statement of work will be included in the request for proposals package.
