- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - The Solicitation is not available at this time. This notice does not constitute a commitment by the Government. The U.S. Army Corps of Engineers, Galveston District has a future requirement for a Sims Bayou Hike and Bike Trail with ADA accessible features, for the Galveston District and Fort Point Reservation, Jadwin Bldg., located in Galveston County, Galveston, Texas. The Sims Bayou Hike and Bike Trail requires side slope and berm grading, filling and hauling material to a disposal sites approximately 10 miles away; 10 feet wide concrete hike and bike pavement with center stripe, signs, ADA accessible features and connecting concert parking lots. Extreme care is required working around flood control assets owned by Harris County Flood Control District (HCFCD). Any damages to said property will be the full responsibility of the contractor. The contractor will be restricted to a narrow corridor of work in order to ensure minimal damage to HCFCD flood reduction asset. If any damage occurs, it will be the responsibility of the contractor to repair to standard acceptable to HCFCD. There are distinct diverse trades which are required to be served by one contractor and not multiple subcontractors on this project. This project functions as an integral entity. Adherence to Corps of Engineering Construction, Engineering and Safety regulations is mandatory. Contractor will leave site surrounding this work clean and in condition as recorded prior to commencing. The Contractor will provide all materials, equipment, and labor required unless noted otherwise. The contract will be Firm-Fixed Price. The North American Industry Classification System (NAICS) Code is 713990 (Size Standard: $7.0 million). The Government contemplates awarding of a contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of 80 days after the Contractor begins the work. There will be an Option with a 30 days completion time frame, if exercised. The Contractor will be required to submit Performance and Payment Bonds after the award. A Government solicitation document to provide these services is being developed. Market research is being conducted to determine interest and capability of potential sources for this requirement, along with the best acquisition method to use (Small Business Set-Aside, Unrestricted, etc.). The order of magnitude for the upcoming Solicitation will be $1,000,000.00 to $5,000,000.00. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The purpose of this sources sought announcement is to gain knowledge of interested, capable and qualified small businesses. Please indicate whether your firm would submit a bid for this project, upon Solicitation release. 5. Qualification: Responses to this Sources Sought announcement shall indicate specialized experience and technical competence. The evaluation will consider overall experience. 6. Submission Requirements: Firms submitting responses shall provide information on the most recent (last five(5) years), up to five (5) like or similar projects that show you can meet the above requirements. Provide a contract number, project location, description of work requirements, contact and phone number for each effort. Proof of Small Business Administration (SBA) registration 8(a) and Hub-zone Small Business shall be provided with this response, if applicable. All applicable Federal Acquisition Regulations (FAR) clauses will apply.
