- PR Number(s): FD20201290229 Item: 0001 NSN: 5955015712516MZ P/N: 27-0679-040, Description: Ocillator Crystal Supp. Description: Application: TD-1428/U Bid A will require First Article quantity 2, test plan, test report, production plan, production report, production quantity 98; total quantity 100. First article will be tested by contractor. Bid B will be for first article waiver and will require quantity 100. Delivery will be to A W25G1W. Electronic procedure will be used for this solicitation. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. First article test required. To include all required reports and data. This part must be acquired from a manufacturing sources(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. This part required engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Source Qualification Statement will be provided with the solicitation. Data available is sufficient for qualification of a new source but not for manufacturing of this item.
